JOB SUMMARY
To manage the Title IIA federal grant program and coordinate related professional learning initiatives, thereby enhancing the ability of the Professional Learning Department to provide quality services in an efficient, timely, and professional manner. Serves as the primary administrator for the Title IIA grant for Grand Rapids Public Schools and participating private schools, ensuring compliance with federal and state regulations through effective grant management, fiscal oversight, stakeholder communication, and program monitoring. Provides project management, technical support, and coordination of professional learning activities to support district and non-public school staff.

Title IIA

Serve as the primary administrator for the Title IIA federal grant program for Grand Rapids Public Schools and participating private schools by:

Coordinate the annual Title IIA grant application process and ensure timely submission of all required grant documents.

Monitor implementation of approved Title IIA programs and services to ensure compliance with federal and state requirements.
-
Ensure compliance with all federal, state, and local regulations governing Title IIA funding and equitable services requirements.
-
Track and monitor Title IIA expenditures for district-funded and private school-funded activities.
-
Provide information, training, and technical assistance regarding Title IIA requirements, grant procedures, and budget management.
-
Serve as a key contact between Grand Rapids Public Schools and participating non-public schools regarding Title IIA services and funding.

Coordinate consultation meetings with private school officials to support equitable services and program planning.
-
Maintain relationships with private school partners to ensure participation and compliance.
-
Process reimbursement requests and prepare financial reports and budget summaries.
Grant Management

Manage all grant activities in the State grant management system, including applications, budgets, amendments, revisions, and final reports.

Develop, monitor, and revise grant budgets in compliance with approved applications and federal requirements.

Analyze budget projections and adjustments throughout the grant cycle.
-
Maintain accurate grant records, supporting documentation, correspondence, and compliance reports for audits and monitoring.

Track grant timelines, reporting deadlines, and required submissions to ensure compliance.
-
Communicate grant requirements, timelines, allowable expenditures, and program updates to participating private schools.
-
Review expenditures for compliance with federal grant requirements.
-
Collaborate with the Business Office to reconcile grant accounts, monitor spending, and resolve budget discrepancies.

Conduct mid-year and year-end budget reviews to ensure effective use of grant funds.
Professional Learning
-
Review and process requests for professional learning activities and services from participating private schools.

Assist in the planning, coordination, and implementation of district professional learning initiatives.

Provide technical support for professional development tracking and learning management software systems.
-
Monitor state professional development requirements and communicate updates to relevant stakeholders.
-
Coordinate meetings, calendars, communications, conference logistics, and other administrative functions in support of the Professional Learning Department.

Coordinate and maintain required program documentation and records.
-
Support federal and state monitoring, audits, and compliance activities.
-
Coordinate State Continuing Education Clock Hours (SCECH) processes, including submission of applications to the Michigan Department of Education and maintenance of accurate program records.

Maintain confidential program data and reports.
-
Build collaborative relationships with district, private school, and external partners while providing excellent customer service.

Provide office assistance and support.
-
Consistently demonstrate dependable attendance and punctuality.

Perform other duties as assigned and permitted by grant funding.
