POSITION SUMMARY
The Assistant Director of Housing Services provides senior operational leadership for Easterseals Oregon’s housing programs and supports the Director of Housing Services in the overall administration, performance, compliance, and strategic direction of the department. The position provides leadership and oversight to assigned managers and programs and is responsible for ensuring consistent implementation of organizational, contractual, regulatory, fiscal, and service-delivery standards across assigned grants and service areas.
The Assistant Director serves as a key member of department leadership and partners with the Director to evaluate program performance, identify and mitigate risk, develop managers, strengthen systems and processes, oversee implementation of new initiatives, and support the growth and sustainability of housing services. The Assistant Director exercises independent judgment and decision-making authority and may act on behalf of the Director of Housing Services as assigned.

ESSENTIAL FUNCTIONS
- Provide leadership and operational oversight for assigned housing programs, grants, contracts, managers, and service areas, ensuring alignment with departmental and organizational goals.
- Supervise, coach, develop Program Managers and assigned frontline staff.
- Oversee program day-to-day operations for Washington, Tillamook, Clatsop, and Columbia Counties in addition to our current service areas.
- Partner with the Director of Housing Services in establishing departmental priorities, performance expectations, operational procedures, and continuous-improvement strategies.
- Develop and implement standardized systems, procedures, and performance expectations to promote consistency and quality across housing programs and geographic service areas.
- Travel to all counties in the service area, providing in-person support to staff and participants.
- Ensure staff receive appropriate onboarding, training, guidance, and ongoing support related to program requirements, organizational policies, service delivery, documentation, compliance, and performance expectations.
- Manage staff recruitment, onboarding, development, performance, accountability, retention, and corrective action for assigned programs.
- Work independently and make sound decisions to ensure assigned programs operate in accordance with grant requirements, contracts, organizational policies, approved procedures, and federal, state, and local regulations.
- Ensure concerns identified through monitoring, quality assurance, participant feedback, site visits, staff feedback, or funder review are addressed promptly and appropriately.
- Deescalate and work to resolve any grievances in accordance with the grievance policy.
- Monitor program performance, data, files, documentation, and service delivery to evaluate outcomes, identify risks, ensure compliance, and maintain readiness for monitoring and audits.
- Oversee the accuracy, completeness, and timely submission of required program, grant, Board, and performance reports as assigned.
- Review and approve staff expenditures, mileage, and timesheets in compliance with ESO policies.
- Submit credit card reports, mileage reports, timesheets, and other administrative reports timely and in compliance with ESO policies.
- Review program budgets and expenditures with the Director of Housing Services to ensure spending is allowable, documented, and aligned with approved budgets and grant requirements.
- Develop and maintain productive relationships with partners, government agencies, funders, community-based organizations, and other stakeholders.
- Represent Easterseals Oregon with funders and at meetings, conferences, monitoring visits, community events, employer meetings, and partnership activities.
- Serve as the Director of Housing Services’ designee and provide departmental leadership during the Director’s absence or as assigned.
- Perform other duties as assigned to support the mission and operational needs of Easterseals Oregon.
Preferred Education, Certification, and Experience
- Bachelor’s degree in business, public administration, human services, social work, human resources, or a related field. Relevant experience may be considered in place of formal education.
- At least five years of progressively responsible experience in housing services, human services, nonprofit management, government-funded programing, or a related field, including at least three years of supervisory experience.
- Demonstrated experience with grant compliance, program performance management, budgets, monitoring, audits, and corrective action.
- Experience supporting program growth, implementation of new grants or contracts, organizational change, and continuous improvement preferred.
- Experience interpreting and implementing grant, contract, regulatory, or policy requirements.
- Experience serving individuals with barriers to housing or other underserved populations.
- Proficiency in Microsoft Office applications and the ability to learn grant-reporting, case-management, payroll, financial, and database systems.

- Ability to lead, develop, and hold staff accountable using a supportive and collaborative approach.
- Ability to manage multiple programs, priorities, deadlines, and competing operational needs.
- Ability to interpret program and performance data to guide decisions and improvements.
- Strong written and verbal communication skills.
- Sound judgment and ability to work effectively with staff, funders, partners, and organizational leadership.
Other Requirements
- Regular travel throughout assigned service areas and other locations is required. Approved mileage is reimbursed in accordance with organizational policy. Some overnight travel may be required.
- Must possess a valid driver’s license and successfully complete the required background and motor-vehicle-record checks, and maintain vehicle insurance.
