JOB SUMMARY:
The California Health Collaborative (CHC) is seeking two (2) Outreach and Training Specialists (OTS) to join the Advancing Resources for Community Health (ARCH) Project in Kings County. With guidance from the Project Director and Program Manager, the OTS is responsible for planning, coordinating, and implementing behavioral health and substance use prevention outreach activities under Behavioral Health Services Act (BHSA)/Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUBG) requirements. This position provides community education, facilitates evidence-based early intervention training, develops partnerships with schools and community organizations, and promotes access to health resources through culturally responsive and trauma-informed engagement. The OTS serves as the primary point of contact for outreach events, maintains accurate program documentation, supports referral connections to services, and ensures compliance with program requirements, organizational policies, and confidentiality standards. This role works closely with the ARCH Leadership Team and community stakeholders to increase awareness of resources and improve community well-being.
ESSENTIAL FUNCTIONS:
- Consults with ARCH Leadership Team to plan, coordinate, and lead BHSA/SUBG outreach activities, community engagement events, presentations, and educational trainings.
- Deliver education and awareness of behavioral health, substance use prevention, and local resources through workshops and presentations to schools, local community organizations and groups.
- Facilitate early-intervention trainings including but not limited to Mental Health First Aid (MHFA), Youth Mental Health First Aid (YMHFA), SafeTALK, and Applied Suicide Intervention Skills Training (ASIST) across community and school-based settings.
- Serve as the primary point of contact for planning, scheduling, and executing BHSA/SUBG related outreach events.
- Maintain accurate and timely documentation of outreach activities, training, participant attendance, and required program data to support reporting and continuous quality improvement.
- Coordinate with the Behavioral Health Navigator to ensure timely follow-up with participants and support successful referral conversion to appropriate services.
- Develop and maintain partnerships with community organizations, agencies, and stakeholders to expand outreach opportunities.
- Promote behavioral health and substance use disorder resources through culturally responsive and trauma-informed engagement strategies.
- Assist with the development and distribution of outreach materials and educational resources.
- Ensure compliance with BHSA/SUBG program requirements, organizational policies, and confidentiality standards.
- Perform other duties as assigned.
Cross-Program Collaboration
Collaboration across CHC programs to increase awareness of CHC services, promote CHC-branded programs and standardized referral pathways, and consistently utilize CHC’s online referral asset (including the CHW Navigation hub and related support programs) to strengthen access, coordination, and continuity of care.
External Awareness & Representation
Proactively promote CHC priorities, programs, and referral assets to all external stakeholders—including enrollees, partner organizations, and community entities—to eliminate fragmentation, prevent missed referral opportunities, and ensure consistent awareness and utilization of CHC services.
Professionalism & Virtual Etiquette
Employees are expected to maintain a professional and business-appropriate appearance and conduct during all work-related interactions, including virtual meetings.
The employee is required to have their camera turned on and remain visibly present during all company business meetings conducted through Teams, Zoom, or other approved virtual meeting platforms unless otherwise authorized by management due to exceptional circumstances.
Employees participating in virtual meetings must present themselves in a professional manner consistent with workplace expectations, including maintaining appropriate attire, a professional appearance, and a distraction-free environment suitable for business communications.

REQUIRED EDUCTION AND/OR EXPERIENCE:
Education and experience requirements are a bachelor’s degree in Community Health, Child Development, Social Work, or a related field, and at least one year of experience working with youth and families experiencing social, behavioral health, or substance use-related challenges; or an equivalent combination of education, professional experience, and/or lived experience. Relevant experience may include community outreach and partnership development, implementation of trauma-informed practices, behavioral health or substance use prevention efforts and working with individuals and families from rural communities and diverse cultural backgrounds.
WORK ENVIRONMENT
Work will be performed in a variety of settings, including office environments, community centers, schools, partner agencies, outdoor venues, and event locations. The position regularly participates in community outreach and engagement activities, which may involve exposure to varying weather conditions, temperature changes, noise levels, and large crowds.
Physical demands will include sitting, bending, lifting up to 25 pounds, driving, and walking.
Regular local travel is required to support community engagement efforts, including attendance at community events, outreach activities, partner meetings, health fairs, presentations, and other public-facing functions throughout the service area. Travel is expected to comprise approximately 60% of work time and may occur during evenings and weekends as needed to support program objectives. Occasional overnight travel may be required for trainings, conferences, or special events.

Ability to communicate effectively with program staff, participants, parents, and community partners in culturally diverse settings, conveying information in a clear and accessible manner.
Bilingual skills in Spanish/English preferred.
Proficient in Microsoft Office, Canva, Adobe Acrobat, and other relevant software programs.
A valid California Driver’s License, reliable transportation, and current vehicle insurance.
