The University of Maryland, School of Pharmacy (UMSOP) is seeking a dynamic leader to serve as Associate or Senior Associate Dean for Administration and Finance and Chief Operating Officer (COO). The Associate Dean/Senior Associate Dean for Administration and Finance & COO is a strategic, service-oriented executive who provides day-to-day leadership and management for the School and serves as a key member of the Dean’s leadership team. Reporting to the Dean, this leader partners closely with faculty and administrative colleagues to advance the School’s education, research, practice, and service missions through operational excellence, strong financial stewardship, and thoughtful management of institutional resources.
The role oversees the School’s core administrative functions, including finance, human resources, information technology, and facilities/space planning. The Associate Dean/Senior Associate Dean plays a central role in aligning the School’s operations and resources with its strategic priorities. The Associate Dean/Senior Associate Dean provides guidance and recommendations to senior leaders regarding administrative operations, institutional resources, and initiatives that support an outstanding learning and working environment.
This individual serves as the School’s senior administrative and financial leader and is expected to uphold the highest standards of integrity, stewardship, accountability, and service. Servant leadership is central to this role: the Associate Dean/Senior Associate Dean removes barriers, provides responsive operational support, and helps equip faculty, staff, and students for success.

PRIMARY RESPONSIBILITIES:
School-wide leadership & strategic planning: Provide day-to-day leadership and management for the School; participate in long-range strategic planning and help translate institutional priorities into operational plans that support the School’s mission and long-term success.
Comprehensive operations strategy: Lead integrated operational planning across finance, HR, IT, and facilities to ensure responsive, high-quality services, effective internal controls, and reliable day-to-day operations.
Resource stewardship and revenue strategy: Lead resource management and support efforts to identify and develop new revenue opportunities; develop financial models and planning frameworks that align resources with strategic priorities and support the long-term strength and stability of the School.
Financial management: Oversee all-funds budgeting, multi-year forecasting, reconciliations, internal reporting, and year-end close; ensure strong internal controls, audit readiness, compliance, and clear financial communication with stakeholders.
Executive advising & stakeholder partnership: Collaborate closely with School and campus leadership, department chairs, faculty leaders, and administrative managers to support effective operations across the School; serve as a trusted advisor to the Dean on operational planning, administrative strategy, and institutional resources.
People leadership: Recruit, develop, and retain high-performing administrative teams; establish clear expectations and service standards; and foster a collaborative, transparent, and service-oriented culture grounded in accountability and continuous improvement.

PORTFOLIO SCOPE
Human Resources Oversight (approximately 500 employees)
Provide leadership for HR operations and workforce strategy, including talent acquisition, onboarding, employee relations, performance management, compensation planning, and organizational development.
Oversee faculty and staff personnel processes, including appointments, classification, leave administration, performance improvement processes, and policy implementation.
Support workforce planning, compensation benchmarking, faculty salary equity assessment, and Faculty Incentive Plan administration.
Foster strong partnerships with campus HR leaders and promote responsive, service-oriented support for faculty and staff.
Support organizational change initiatives, HR systems implementation, and process improvement efforts across the School.
Finance Office Oversight (approximately $85M all-funds budget; $33M endowment)
Lead development and management of the School’s all-funds budget, including forecasting, reconciliations, internal reporting, and year-end close.
Oversee stewardship of School, campus, foundation, and endowment resources in alignment with institutional priorities and compliance requirements.
Provide financial analysis, benchmarking, enrollment and tuition modeling, and long-range planning support to School leadership.
Oversee financial compliance activities, audit readiness, procurement oversight, effort reporting, and institutional reporting requirements.
Develop dashboards, financial models, and reporting tools that support operational planning and informed decision-making.
IT (Computer and Network Services) Oversight
Provide strategic oversight for the School’s information technology infrastructure and services supporting education, research, and administrative operations.
Oversee network administration, systems reliability, cloud migration planning, cybersecurity, endpoint management, backup and data retention, and technology procurement.
Partner with faculty and research teams to support specialized computing and research environments, including computational and data-intensive research activities.
Ensure compliance with institutional and sponsored research cybersecurity requirements and support continuous improvement in technology operations and user support.
Lead planning for technology modernization, operational continuity, and future infrastructure needs in partnership with campus IT leaders.
Facilities & Space Oversight (approximately 160,000 square feet)
Provide leadership for facilities operations, space planning, and infrastructure management across the School’s instructional, research, administrative, and shared spaces.
Oversee long-range space utilization planning, renovations, deferred maintenance prioritization, and coordination of capital improvement projects in partnership with campus facilities teams.
Support research and instructional operations through coordination of laboratory infrastructure needs, scientific equipment installation and maintenance, and continuity planning.
Oversee building operations and support functions including work order coordination, access and security systems, emergency preparedness, and incident response.
Partner with environmental health and safety, security, and campus operations teams to promote safe, compliant, and well-functioning learning and research environments.
Responsibilities for Senior Associate Dean:
Serve as the institutional expert, resource, and thought leader on the contemporary and validated approaches to establishing a culture that values and embraces the richness of diversity and remains perpetually committed to realizing a just and equitable institutional environment.
Principal advocate for school decision-making and resource allocation models that are centered on achieving inclusive excellence in UMB mission areas.
Qualifications
MINIMUM QUALIFICATIONS
Associate Dean
Education: Master's degree in finance, business administration, public administration, accounting, or a related field required.
Experience: Twelve (12) years of experience that demonstrate a thorough knowledge of the field, leadership, management, and administration of business and financial operations in progressively responsible positions.
Supervisory: Five (5) years of senior management experience that involved recruitment, training, and professional development of staff and directly responsible for the performance of staff.
Other: Clery act designated job as campus security authorities (CSA) member and will comply with Clery Act requirements.
Financial disclosure reporting required by the State of Maryland Ethics Commission.
Serves at the pleasure of the Dean under USM Policy VII. 1.22.
Senior Associate Dean + COO
Education: Master's degree in finance, business administration, public administration, accounting, or a related field required.
Experience: Twelve (12) years of experience that demonstrate a thorough knowledge of the field, leadership, management, and administration of business and financial operations in progressively responsible positions. Prior demonstrated experience with the ability to lead revenue development initiatives and strategic planning for the school is preferred.
Supervisory: Six (6) years of senior management experience that involved recruitment, training, and professional development of staff and directly responsible for the performance of staff.
Other: Clery act designated job as campus security authorities (CSA) member and will comply with Clery Act requirements.

PREFERRED QUALIFICATIONS
- Significant, progressively responsible leadership experience in finance and administration within a complex organization; experience in higher education, academic medicine, or research-intensive environments strongly preferred.
- Demonstrated expertise in budgeting, forecasting, financial analysis, and resource allocation, with the ability to communicate complex financial information clearly to a broad range of stakeholders via written and oral communications.
- Demonstrated success leading large and complex administrative operations, building strong teams, and managing institutional resources with professionalism, sound judgment, and integrity.
- Strong interpersonal and communication skills, with a demonstrated ability to build trust and work effectively with faculty, staff, students, and senior leaders.
- Experience working in complex academic or health sciences environments with multiple revenue streams, including tuition, sponsored research, philanthropy, and auxiliary operations.
- Experience with research administration, grants management, capital planning, facilities operations, and enterprise systems implementation.
- Demonstrated success leading operational improvement initiatives and implementing data-informed administrative decision-making.

HIRING RANGE: Associate Dean - $230,500 - $250,000 / Senior Associate Dean - $250,000 - $275,000 / Commensurate with education and experience.
