The Annville Cleona Fire Department is hiring its first full-time staff member. This new position will carry the administrative, financial, and operational coordination work that has grown beyond what our volunteer officers can sustain alongside their own careers and families.
We're looking for someone organized and capable who can move between office work and emergency response: drafting grant applications one hour, running a call the next.
Position Details
- Job Type: Full-time, exempt (salaried)
- Schedule: 40+ hours/week, with flex time for emergency response
- Primary Work Location: Station 5, 215 East Main Street, Annville, PA
- Reports To: Board President, with day-to-day work direction from both the Board President and Fire Chief
- Initial Term: 18 months, with structured performance reviews at 90 days, 6 months, 12 months, and 15 months, leading to a renewal evaluation at term end
Core Responsibilities
Financial Management and Grant Administration
- Research and apply for federal, state, and foundation grants (FEMA AFG/SAFER, state fire grants, private foundations)
- Manage grant compliance, reporting, and reimbursement
- Assist with annual budget development and monthly financial monitoring
- Track fundraising campaign performance
Administrative Operations
- Maintain member training records, certifications, and compliance documentation
- Coordinate apparatus maintenance schedules with the Chief Engineer
- Manage NFIRS reporting and other required state and county documentation
- Oversee equipment inventory and tracking systems
Municipal and Community Relations
- Serve as day-to-day liaison with Annville Township, Cleona Borough, and South Annville Township
- Coordinate community outreach, including fire prevention education with local schools
- Support community events and public relations activities
Volunteer Support and Recruitment
- Coordinate new member onboarding and orientation
- Support recruitment campaigns and outreach
- Track member participation and recognition data
Stipend-Based Staffing Program Development (Year 1 Priority)
- Research best practices from departments with paid-on-call or stipend programs
- Develop proposed program structure, policies, and budget
- Present recommendations to the Board and membership
Emergency Response
- Respond to emergency calls during work hours as a driver/operator
- Provide additional response capacity during weekday daytime hours
Required Qualifications
- High school diploma or GED
- Valid Pennsylvania driver's license; able to obtain EVOC certification
- Able to become driver-qualified on ACFD apparatus, including pump operations
- First Aid/CPR certification, or ability to obtain within 90 days
- Proficiency with Microsoft Office, Google Workspace, and general computer skills
Preferred Qualifications
- Bachelor's degree in Public Administration, Fire Science, Emergency Management, Business Administration, or a related field
- Interior firefighter certification to ACFD standards
- Previous fire service experience (volunteer or career)
- Grant writing experience
Compensation and Benefits
- Salary: $68,000 to $72,000 annually, based on experience
- Healthcare Stipend: $200/month ($2,400/year)

About Annville Cleona Fire Department
ACFD is a volunteer fire, rescue, and EMS organization serving Annville Township, Cleona Borough, and South Annville Township in Lebanon County, Pennsylvania. Formed in 2022 through the merger of two historic fire companies, we respond to roughly 600 calls a year across fire suppression, vehicle rescue, and Quick Response Service medical care. We operate two stations with a fleet that includes two engines, a tower ladder, two rescue units, and multiple utility apparatus.
