About MHA

The mission of the Maryland Hospital Association (MHA) is to serve Maryland’s hospitals and health systems through collective action to shape policies, practices, financing, and performance to advance health care and the health of all Marylanders. MHA advocates for members and their constituents – caregivers, patients, and communities – before state legislative and regulatory bodies. MHA also aids member organizations in their shared efforts – both within the field and in concert with other stakeholders in the private and public sectors – to improve the quality and cost-effectiveness of health care services.

Job Summary

The Maryland Hospital Association has an exceptional opportunity for a qualified Regional Healthcare Preparedness Coordinator – Region IV Health and Medical Coalition focused on Maryland’s Eastern Shore. If you are a detail-focused, business and operations-minded, high-energy, individual wanting to start, and build a career in emergency management, then this may be a fantastic opportunity for you!

This is a full-time, grant funded position through Fiscal Year 2027 (June 30, 2027) that has been in place since 2019 through the Administration for Strategic Preparedness and Response (ASPR) Hospital Preparedness Program (HPP). Position renewal is dependent upon the availability of grant funds. This is a hybrid position with the expectation that you will need to be able to work in Region IV as well as the main office in Elkridge, MD periodically for coalition meetings, site visits with members, and events.

Healthcare Coalitions seek to incentivize diverse and often competing healthcare organizations to work together to improve overall healthcare system preparedness. As a Preparedness Coordinator, you will play an active and significant role in preparing our critical medical infrastructure. You will also serve as the conduit between the Coalition, state government, and community stakeholders to lead and develop regional preparedness efforts. This includes, but is not limited to, facilitating coordination amongst regional partners, participating in regional and state-level projects and committees, coordinating emergency preparedness/response activities, and ensuring compliance with ASPR’s HPP grant regulations.

Essential Duties and Responsibilities

Grants management – 40% of time

Track and complete HPP grant deliverables
Develop and recommend a procurement strategy based on regional gaps and needs
Prepare and monitor the annual Healthcare Coalition budget
Lead and manage the procurement of goods and services

-Request formal quotations from vendors

-Document procurement justifications according to HPP Procurement Policy

-Manage the development and expensing of the emergency preparedness budget

Build and sustain strong relationships – 20% of time

Lead and promote a common operating picture and information sharing during operational disaster responses affecting the region
Identify and maintain contact information for community response partners, coalition members, and other stakeholders
Manage situational awareness and alerting functions via the Coalition Everbridge system

Planning – 10% of time

Collaborate with regional leadership in the creation, development, education, training, and implementation of disaster plans that are in alignment with state and other regulatory agencies
Review and update regional plans

Training and exercise – 10% of time

Collaborate with regional leadership in the creation, development, education, training, and implementation of disaster plans that are in alignment with state and other regulatory agencies
Develop a Coalition training and exercise plan
Conduct Coalition training and exercises as necessary
Evaluate training and exercise events following HSEEP guidelines

Administrative – 10% of time

Develop reports and presentations pertaining to Coalition meetings, workgroups, trainings, etc.
Lead and facilitate Coalition meetings, workgroups, trainings, etc.
Develops meeting agendas, minutes, and attendance

Inventory management – 10% of time

Ensure operational readiness of all Coalition equipment to include, but not limited to, assisting with preventative maintenance and warehouse cycle counts
Coordinate and monitor warehouse receiving and deployment

Education and Experience

Bachelor’s degree or equivalent work experience
At least 2 years of full-time work experience in health care, public health, grants management or a related field

Qualifications

Completion of FEMA ICS 100, 200, 700, and 800 by start date
Ability to work independently, and meet defined goals, objectives, and deadlines
Excellent ability to communicate verbally and in writing to individuals as well as large groups
Proficient in Microsoft Word, Excel, and PowerPoint
Proven organizational and operational skills, and a keen attention to detail
Must be within commuting distance of your Coalition region and have a valid driver’s license and ability to travel as needed within the region and to the corporate office, when required.
