The Trial Court Administrator, Sandra Barrios, oversees all administrative responsibilities of the Fourth Judicial District. This includes responsibility for facilities management; serving as a liaison between agencies, the media, and the public; and developing and carrying out policies that enhance court system performance.

POSITION GENERAL SUMMARY:

The Ada County Drug Court Program is a court-supervised, comprehensive diversion program designed to emphasize treatment and rehabilitation instead of incarceration. The Case Manager – Substance Abuse Treatment position provides professional case management services for court-involved participants, managing a caseload of assigned participants and monitoring compliance with court orders. Work includes assessing needs, creating a service plan, and subsequently referring participants to appropriate care coordination services, providing services monitoring, and advocating for the needs of participants.

DISTINGUISHING FEATURES OF THE CLASS:

Performs complex and varied work under general direction. The incumbent is given latitude to exercise discretion and independent judgment to accomplish work.

Essential Functions

Interviews individuals, reviews records, and confers with other professionals to determine the needs of program participants;
Develops an individualized service plan based on all evaluation and assessment procedures;
In conjunction with the court treatment team, facilitates and assists participants with obtaining referrals or needed resources in the areas of housing, financial benefits, medical treatment, chemical dependency treatment, legal needs, and/or other basic needs;
Maintains a working knowledge of community resources and the services provided;
Completes daily appointments, enrolls clients into programs, and prepares necessary paper and software files;
Creates short and long-term client goal plans; daily documenting of progress;
Monitors community providers’ delivery of services to participants, the effectiveness of care, and the participants’ performance and progress;
Provides written documentation related to Treatment Programs, monitoring, and testing;
Writes court reports, affidavits, progress reports, and other court-related documents;
Attends court proceedings and status conferences for participants;
Reviews monthly or other periodic reports from treatment providers and takes appropriate remedial actions as necessary;
Maintains individual records and all other required documentation in a timely, confidential and organized manner, in accordance with departmental policies and procedures;
Audits and monitors files and data for accuracy to assure required supporting documentation is complete.
Assists with billing of services provided.

ADDITIONAL FUNCTIONS:

Occasional appointment attendance with patients to ensure services are received;
Work with program counselors, coordinators, probation officers, and others as required.
Performs related duties as required.

Job Requirements

Bachelor’s degree from an accredited university in Human Services or other related field;
A minimum of 2 years professional work experience and/or training;
Must possess case management and customer service skills;

Knowledge of legal terminology and forms preferred;
Knowledge of human behavior and social environment;
Knowledge of substance use, biological, and social effects;
Ability to balance consistent program delivery while upholding client confidentiality policies and appropriate ethical boundaries with clients;
Knowledge of best practice treatment of chemical dependency, modern treatment services, and cognitive-behavioral programs;
Skill in working with resistant and manipulative treatment populations;

Skills in de-escalating confrontation situations;
Ability to maintain confidentiality;
Ability to communicate effectively verbally and in writing;
Ability to develop and maintain effective working relationships.

OTHER REQUIREMENTS:

Must possess and maintain a valid driver’s license;

Work Environment & Physical Demands

Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;

This position will require employees to work flexible hours including mornings, evenings, and weekends;
The incumbent is subject to a background check;
This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
Position frequently requires a combination of sitting and standing to accomplish tasks and the ability to lift up to 15lbs;
Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
