RATE: $48,069 - $57,678 DOE

FULL TIME/EXEMPT

The Senior Center Division Director is responsible for leadership and administrative management for a comprehensive program of services designed to support the low income and elderly residents of the Southern Ute Indian Reservation and School District 11Jt.

PERFORMANCE CRITERIA: These are the most significant performance factors involved with this position and they will be the principal factors on which the employee will be evaluated:

1. Management and supervision of program activities and staff

a. Establish program goals and objectives in collaboration with Senior Center staff and SoCoCAA’s Program Developer/Executive Development Director, considering available resources and historical use of services, to meet identified needs of the target population.

b. With Senior Center staff, develop and/or evaluate program guidelines and procedures to ensure the satisfaction of participants and to meet the contractual requirements of program funders.

c. Develop and monitor timelines, priorities and standards for achieving program goals.

d. Oversee daily program operation.

e. Ensure that staff members are aware of and follow SoCoCAA personnel policies and procedures.

f. Ensure that staff timesheets and logs reflect actual activity and are approved and submitted on time.

g. Recruit new clients to participate in program services.

h. Assure that the program facilities, offices, kitchen, dining room, vehicles are maintained in accordance with program standards.

i. Stay current with information and education about best practices and evidence-based services to the elderly.

j. Maintain inventory records (including vehicles) for Policy/UGG requirements currently more than $5,000

2. Management and supervision of budgets

a. Prepare budgets for funding applications in collaboration with the SoCoCAA Programs Developer/Executive Development Director.

b. Monitor actual program spending to ensure that grants and contracts are spent within established time frames per established budgets, and supply SoCoCAA Finance Department with required paperwork and receipts.

c. Revise budgets when necessary, appropriate and allowed by contracts.

d. Review and approve individual line item spending requests as presented by Senior Center program staff.

e. Implement effective cash management practices at the Senior Center for donations and other receipts.

f. Direct program fundraising efforts, including grant writing (with the Programs Developer/executive Development Director), fundraising events and community campaigns.

g. Meet periodically with SoCoCAA finance staff to review actual spending and line item coding.

3. Data collection, reporting and evaluation responsibilities

a. Oversee data collection, including sign-in sheets, activity attendance reports, needs assessments and program satisfaction surveys.

b. Oversee data-entry to assure compliance with grantors and contractors.

c. Prepare narrative reports and submit according to requirements.

d. Continually use formal and informal systems to assess the effectiveness of services.

4. Develop and maintain partnerships

a. Maintain awareness of programs and activities occurring in the community that would be of interest or benefit to seniors.

b. Develop and maintain working relationships with the administrators and staff of cooperating agencies.

c. Coordinate activities with schools, tribal departments and other agencies serving the same population.

d. Develop and monitor subcontracts when necessary to complete program and contract objectives.

e. Participate in county, regional or statewide efforts to improve services to seniors.

f. Manage contracts between SoCoCAA and other partnering organizations and ensure any billing or invoices are completed in a timely manner.

5. Handyman/Grounds

a. Lifting a minimum of 50 pounds may be required.

b. Mow lawns using a riding lawn mower or small power mower, use weed eater & blower to keep area neat and clean.

c. Keep lawn equipment clean after use.

d. Water lawns as needed.

e. Snow shoveling and snow blower.

f. Do minor repairs on equipment and inside building as needed.

g. Monitor & track division vehicles to ensure preventive maintenance & required supplies are completed/replaced per the established checklist.

6. Cook

a. Plan menus to be used in a monthly cycle; follow menus without substitutions unless approved by the Dietician; work to upgrade recipes to meet healthier, lower fat, sugar, and salt guidelines.

b. Order food in a manner that is cost-effective and efficient in operation.

c. Keep an accurate inventory of all supplies, food, and equipment needed for meal preparation.

d. Ensure cleanliness, maintenance, safety, and sanitation of kitchen and dining area, including floors, stove, oven, refrigerators, dishes, pots, and pans.

e. Prepare meals. Assure foods are at proper temperatures. Monitor waste.

f. Maintain food storage areas including refrigerators, freezers, and dry storage areas. DATE ALL ITEMS

g. Wear hairnet or hat, clothing and shoes appropriate to the position.

h. Attend workshops relevant to the position and food handlers training, as required

i. Launder all kitchen linen weekly.

j. Responsible for supervising volunteers and community service persons.

k. Transport clients as needed and as assigned.

7. SoCoCAA Organization

a. Participate in the SoCoCAA Management Team.

b. Perform any tasks as agreed in the SoCoCAA management team.

c. Support all SoCoCAA programs and activities.

Requirements:

QUALIFICATIONS REQUIREMENTS: Required

1. High School Diploma.

2. A minimum of two years of professional experience in a human services field.

3. Able to readily use word processing, presentation, desktop publishing and spreadsheet programs and able to readily learn specialized computer applications.

4. Must pass the criminal history background and Colorado Adult Protective Services checks.

5. Must have reliable transportation, valid Colorado Driver’s license, proof of vehicle insurance, and be eligible for coverage under SoCoCAA vehicle insurance.

6. Must pass a drug test, pre-employment and random.

7. Well-established written and oral skills; e.g. report/proposal writing and oral presentation.

8. Ability to plan, organize and direct the work of others as shown by no less than one year of supervisory management experience.

9. Ability to gather, assemble, correlate and analyze data, facts and devise solutions to administrative or programmatic problems.

10. Ability to comprehend, communicate, and implement program goals, objectives and operations and to relate these to administrative objectives and missions.

11. Ability to develop, implement and evaluate policies and procedures.

12. Ability to exercise judgment and discretion in applying and interpreting departmental policies and procedures.

13. Ability to establish and maintain effective working relationships with Senior Citizens and their families, SoCoCAA staff, and other agencies.

14. Ability to work in a multi-cultural environment required.

15. Willingness to work long and irregular hours.

16. Must have or be able to obtain CPR and First Aid cards within 45 days.

17. Must have or be able to obtain Food Handler’s certification within 45 days.

18. Must have or be able to obtain ServSafe certification within 45 days.

Preferred

19. B.S./B.A. in Human Services, Education or related field.

20. Considerable knowledge of the care and needs of Senior Citizens.

21. Considerable knowledge of economic, cultural, and social characteristics of La Plata County and the Southern Ute Indian Tribe.

22. Ability to understand budget reports and manage program budgets.

23. Experience in formal program evaluation efforts.
