About the Position
We R Builders, Inc. is a growing underground utility and California public works construction company seeking a highly capable Construction Office Administrator / Operations Coordinator to become a trusted member of our team.
This is not a basic administrative or receptionist position.
We are looking for someone who is sharp, organized, resourceful, accountable, and highly motivated—someone who can learn our operation, take initiative, manage responsibilities with minimal supervision, and ultimately become someone leadership can confidently trust with the day-to-day office.
The selected candidate will work directly with ownership and receive hands-on mentorship in our company systems, underground utility operations, public works requirements, compliance, documentation, and administrative processes.
For the right person, this position offers significant professional growth and the potential to advance into an Office Manager position with increased responsibility and compensation.
Key Responsibilities
- Coordinate daily administrative and operational workflow
- Maintain organized company and project files
- Track deadlines, deliverables, renewals, inspections, meetings, and outstanding items
- Coordinate communication between leadership, project teams, field personnel, subcontractors, vendors, clients, and public agencies
- Track contracts, subcontracts, purchase orders, change orders, RFIs, submittals, invoices, permits, and inspections
- Maintain subcontractor records including agreements, licenses, W-9s, COIs, and compliance documentation
- Assist with California public works documentation, DIR requirements, prevailing wage, certified payroll, and labor compliance
- Maintain employee, onboarding, payroll-related, insurance, licensing, and company records
- Follow up on missing documents, signatures, approvals, invoices, payments, and other outstanding matters through completion
- Prepare professional correspondence, spreadsheets, reports, trackers, and internal documentation
- Maintain calendars and systems for critical deadlines and requirements
- Identify administrative or compliance issues early and help determine appropriate solutions
- Provide leadership with clear updates on priorities, completed items, and matters requiring attention
- Improve systems and procedures as the company continues to grow
Reading & Document Comprehension Is Essential
This position requires substantial reading, document review, and attention to detail.
Construction and public works involve contracts, specifications, agency requirements, compliance documents, correspondence, insurance requirements, subcontracts, change orders, and other detailed written materials.
The person in this position must be comfortable reading documents carefully, understanding what they say, identifying requirements and deadlines, retaining important information, and taking appropriate action based on what they have read.
If you dislike reading detailed documents, routinely skim important information, or prefer a position where instructions are primarily given verbally, this position will not be a good fit.
Strong reading comprehension, critical thinking, and the ability to interpret written information are essential.

Preferred Experience
2+ years of experience in construction administration, project coordination, operations coordination, or a related construction position is preferred.
Experience with underground utilities, wet utilities, civil construction, municipal projects, or California public works is highly valued.
Knowledge of any of the following is a strong plus:
- DIR / prevailing wage / certified payroll
- Labor compliance
- Contracts and subcontracts
- Change orders, RFIs, and submittals
- COIs, W-9s, and subcontractor compliance
- Permits and inspections
- Microsoft Excel / Office
- Google Workspace
- QuickBooks
- Construction/project-management software
Candidates who do not meet every preferred qualification may still be considered if they demonstrate exceptional initiative, intelligence, organization, judgment, and ability to learn.
