Garfield Jubilee Association, Inc. is a Christian-based community development corporation
committed to strengthening low- and moderate-income families and communities. GJA advances

Position Summary
The Recruitment, Outreach & Community Building Coordinator is responsible for developing
and implementing strategies that increase awareness of Garfield Jubilee Association’s programs,
recruit eligible participants, support enrollment and orientation processes, and deepen
relationships with residents and community partners.
Coordinator will lead recruitment for YouthBuild and other workforce-development programs,
organize outreach events and information sessions, maintain recruitment and community-contact
databases, create outreach materials and digital communications, and strengthen GJA’s visibility
in Garfield and the broader region.
Core Responsibilities
Recruitment, Enrollment, and Participant Engagement
Develop and implement an annual outreach, recruitment, and enrollment plan for
YouthBuild and other GJA workforce-development programs.
Build referral pipelines with schools, alternative education programs, youth-serving
organizations, probation and reentry partners, housing providers, community
organizations, and other referral sources.
Generate, track, and follow up with prospective participants through phone calls, text
messages, emails, in-person outreach, information sessions, and partner referrals.
Support prospective participants through screening, eligibility verification, application
completion, orientation, and enrollment processes.
Coordinate and promote YouthBuild Mental Toughness orientation and other required
onboarding activities.
Meet annual recruitment, application, orientation, and enrollment targets established by
program leadership.
Maintain accurate, timely, and confidential recruitment and participant records in
required databases and reporting systems.
Community Outreach and Partnership Development
Represent GJA at neighborhood meetings, school and community events, career fairs,
workforce events, and partner convenings.
Develop and sustain relationships with residents, community leaders, schools, employers,
service providers, faith institutions, and local organizations.
Convene or support quarterly community meetings, listening sessions, open houses, and
partner gatherings to identify community needs and strengthen GJA programming.
Coordinate outreach activities and referral partnerships that expand program access
across Garfield, the East End, and surrounding communities.
Support match-related partnership activities and maintain documentation needed for
grant, programmatic, and financial reporting.
Communications, Marketing, and Organizational Visibility
Create and distribute outreach materials including flyers, brochures, referral packets,
email campaigns, newsletters, event materials, and social-media content.
Maintain consistent digital communication through GJA’s website, email lists, and social-
media platforms.
Produce a monthly organizational or community newsletter featuring program
opportunities, participant success stories, events, resources, and partner highlights.
Coordinate with staff and partners to collect participant success stories, photographs,
testimonials, and other approved content for funders, media, grant reports, and public
communications.
Support media outreach and public-relations opportunities that increase awareness of
GJA programs, events, and community impact.
Ensure all participant photographs, testimonials, and stories are used only with
appropriate written consent and in accordance with GJA confidentiality policies.
Events, Volunteer Engagement, and Reporting
Coordinate outreach-focused events, including Community Day, open houses,
recruitment events, information sessions, job and career fairs, and community-service
activities.
Recruit, orient, and coordinate volunteers who support GJA events and program
activities.
Prepare monthly progress reports for the Executive Director that summarize recruitment
activity, partnership engagement, outreach reach, enrollment pipeline status, events, and
barriers.
Assist with program narratives, grant reports, match documentation, and other required
reports.
Collaborate with program staff to ensure outreach, recruitment, participant engagement,
and community-building activities support grant deliverables and organizational goals.
Perform other related duties assigned by the Executive Director.

Required Qualifications
Master’s degree or bachelor’s degree in communications, marketing, public relations,
nonprofit management, community development, social work, education, or a related
field; equivalent relevant experience may be considered.
At least three years of experience in recruitment, community engagement, outreach,
workforce development, youth development, communications, or a related field.
Experience working with opportunity youth, young adults, and/or individuals facing
barriers to education and employment.
Demonstrated ability to recruit participants, build community relationships, and conduct
grassroots outreach.
Excellent written, verbal, interpersonal, and public-speaking skills.
Strong organizational, time-management, and follow-up skills.
Ability to manage multiple priorities, meet deadlines, and work independently while
collaborating effectively with a team.
Experience using Microsoft Office or Google Workspace, email-marketing platforms,
social-media platforms, and database or CRM systems.
Ability to work occasionally in the evenings and weekends.
Reliable transportation and the ability to travel locally for outreach, meetings, and events.
Ability to obtain required Pennsylvania clearances and background checks.
Preferred Qualifications
Knowledge of Garfield, Pittsburgh’s East End, and the regional network of youth-serving,
workforce-development, education, and social-service organizations.
Experience with YouthBuild, workforce development, WIOA, reentry, GED/HSD
preparation, construction training, or career-pathway programs.
Experience with Canva, Adobe Creative Cloud, Mailchimp, Constant Contact,
Salesforce, Apricot, or comparable communication and database tools.
Experience coordinating community events, volunteer engagement, or media relations.
Familiarity with grant-funded program reporting and documentation requirements.
Experience developing newsletters, outreach campaigns, and participant success stories.
Administrative Details
Salary range: $60,000–$65,000
