Full Job Description

The City of Johnstown in Cambria County, Pennsylvania, is seeking applicants for a full-time BCO/Codes Manager position in City Hall. BCO/Codes Manager is responsible for the overall progress of Code Enforcement in the City of Johnstown. This individual reports directly to the City Manager and is charged with improving property maintenance of both commercial and residential properties within the City and the enforcement of both the City of Johnstown Home Rule Charter and the International Property Maintenance Code. The position supervises full-time Code Enforcement Officers, Administrative Secretary, and other staff as directed by the City Manager.

REPRESENTATIVE DUTIES

1. The BCO/Codes Manager shall oversee the enforcement actions of Code Enforcement Officers to ensure are applied fairly, swiftly, and in adherence to the City Code of Ordinances and International Property Maintenance Code.

2. The BCO/Codes Manager will exercise fine judgement and strategy in collaboration with the City Manager to create effective plans for Code Enforcement. The BCO/Codes Manager will oversee the implementation of these plans with staff.

3. The BCO/Codes Manager shall maintain a list of properties to be remediated, bill the property owners for remediation, and establish fair criteria to determine the order in which extreme violations are remediated and prioritize the order.

4. Attend staff meetings, City Council meetings, and other meetings as appropriate. These meetings may be outside of normal working hours. Provide reports, data, and other information to show the effectiveness of the Code Enforcement Department at the request of the City Manager.

5. Establish and positively maintain relationships with judges, clerical staff, administrators, and other key personnel within the local and county judicial system.

6. Responsible for the establishment of policies and procedures that enable the City to effectively prosecute non-responsive and habitual code violators.

7. Make reasonable efforts to meet with members of the public who take issue with code enforcement activities and adjust enforcement as necessary.

8. Assist Code Enforcement staff in the collection and prosecution of fines levied against property owners for property maintenance violations.

9. Monitor the annual budget of the Codes Enforcement Department and ensure that all funds allotted are spent properly without overruns.

10. Work cooperatively with the Department of Community and Economic Development in the condemnation and demolition of properties deemed beyond reasonable rehabilitation.

11. Ensure that code enforcement modules of City software are updated and include all violations allowed under the City of Johnstown Code of Ordinances and International Property Maintenance Code as well as a database of records of enforcement actions taken against property owners.

12. Meet with members and groups of the general public upon reasonable request to work cooperatively in improving code compliance within the City.

13. Collaborate with other City Departments and the City Solicitor to effectively carryout the mission and goals of the city that fall under the reasonable purview of Code Enforcement.

14. Administrate the City Plumbing Program and City Rental Inspection Program.

15. Carry out other reasonable related duties as assigned by the City Manager.

16. Maintain current BCO certification.

17. Supervise training of subordinate personnel to desired level to fulfill the mission of the department.

QUALIFICATIONS

Knowledge and Abilities:

· Knowledge of Microsoft Office, to include Microsoft Word, Excel, PowerPoint, and Access.

· The ability to communicate in a timely, professional manner to members of the public, City staff, and City Council, legal system, and to have high standards of business and professional conduct.

· Must possess the ability to innovate and implement modern enforcement techniques within the Department of Code Enforcement.

· Must possess the ability to manage a team and exercise team building activities.

· Demonstrate tact and diplomacy with the public.

· Interpret and explain laws

· Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

· Provide excellent customer service to all members of the public as well as City and other public agency personnel.

· Communicate clearly and concisely, both orally and in writing.

· Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines

Education/Training:

Equivalent to the completion of the twelfth grade. PA BCO certification preferred or ability to attain certification within six month of start of employment.

Experience:

Previous code enforcement or equivalent working experience.

License or Certificate:

· Must possess a valid Pennsylvania Driver's license

· Must be able to pass a background check if required

· Must be able to pass a physical examination if required

· Must be able to pass both background and random drug tests

PHYSICAL DEMANDS

Physical: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee may be required to walk, stand, and sit for a prolonged period and have the ability to lift twenty (20) pounds. Employee must also have the ability to drive to locations outside City Hall to carry out his or her duties
