JOB DESCRIPTION - PROGRAM SPECIALIST
The Program Specialist is part of the Program Team, communicates and interacts with team members providing support and assistance for all KHA programs. This position is primarily responsible for the day-to-day activities of the low-income housing programs for applicant and tenant program compliance. The Program Specialist reports directly to the Program Supervisor. This is an hourly paid position for 40 hours per week. This position is eligible for KHA benefits.
Qualifications:
* Requires previous work experience in which the following skills were attained: ability to handle confidential records: ability to deal with a variety of people under constantly changing circumstances and in a non-judgmental fashion, ability to prioritize tasks with minimal direction and meet deadlines and adhere to compliance with policy and federal regulations; ability to complete accurate mathematical computations; ability to communicate with good verbal and written skills.
* Requires full and comprehensive knowledge of the Public Housing Program; a working knowledge of
Public Housing Agencies.
* Requires experience with Computers, Windows, a working knowledge of Lindsey Software.
* Requires flexibility to attend conferences and training out f town as directed
* Requires flexibility for overtime as warranted.
* Requires a valid driver’s license and be insurable:
* High School Diploma.
Essential Job Functions:
Wait List
Maintains and manages the Wait List to assure sufficient number of applicants are selected and interviewed in accordance with KHA policies and HUD Regulations and ready to be offered a unit upon availability.
Applicant Process
Schedules appointments, notifies and conducts home visits, interviews and screens applicants; verifies and determines eligibility and informs applicant; upon unit availability, offers unit; prepares leasing documents, conducts leasing session; sets up tenant files; prepares, updates, assembles, distributes, receives, inputs into computer and tracks applications.
Verifications/Eligibility
All information is verified per KHA policy and HUD Regulations; eligibility or ineligibility is determined and tenant is informed; calculates the tenant rent and informs the participant. Sends, receives, and confirms third party verifications.
Responsible for checking police, court and background reports regarding the entire family. Assists the applicants and participants in the completion and submission of forms and documents. Assures complete and accurate information by acceptable verification methods.
Annual and Interim Recertification
Schedules appointments, interviews and verifies. Interim Recertification conducted for a participant upon receipt of a written notice of a change in family income or composition; Prepares rent adjustment notices to tenant; completes all work in the computer and generates a 50058/50059. Updates tenant file. Identifies non-compliance issues & follows through in accordance with policy.
Leasing Process
When a unit becomes available; unit is offered to eligible applicant. Upon acceptance a leasing session is scheduled.
Conducts leasing session and move-in inspection. Completes paperwork, inputs into computer and prints 50058/50059.
Reports
Prepares reports for tracking units leased and terminations. Prepares weekly, monthly and annual program status reports as requested and required.
Inspections
Conducts Move-In Inspections and schedules an appointment for Welcome Visit/Inspection; schedules and conducts
Move-Out and Special Inspections.
EIV
Follow security guidelines as required by HUD, use EIV as a part of the verification process, explain EIV reports and information contained within to residents, resolve discrepancies as reported by EIV
Policy
Keep current with program updates, revisions and regulation changes. Assists in researching and drafting policies pertaining to Public Housing. Feels the importance of following policy.

Maintain confidentiality of information, processes and data and ensure the provision of adequate safeguards within the department to assure such confidentiality.

Miscellaneous
Initiate, receive and file correspondence; schedule appointments; develop forms as needed, Updates SOP. Develop and maintain relations with local agencies; make referrals to FSS; promote all housing agency programs in a positive manner; capable of performing the duties for housing programs as needed. Monitors occupancy level to ensure full utilization of all Agency housing resources. Coordinates transfers for over and under housed residents. Available to attend workshops, seminars and meetings as designated by the Program Supervisor and/or Executive Director; Assist with FSS, congregate meal and other programs as needed. Open off-site offices weekly. Clean work area.
Physical Demands and Working Conditions:
Ability to work in a standard office environment with the ability to travel to different sites and locations. Ability to exert up to 30-50 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move an object. Work involves sitting and working at a computer, performing administrative duties; typing, filing, bending over to low files, reaching high files; involves walking, standing and driving. May be required to work beyond regularly scheduled hours to complete essential tasks and special projects, as assigned.
