Full Job Description

POSITION SUMMARY

The Procurement & Inventory Technician performs specialized administrative and operational duties related to the purchasing of supplies, equipment, and services on behalf of the Legislature of the Virgin Islands. He/she is responsible for maintaining accurate purchasing records, inventory control, storeroom operations, and coordinating the receipt of goods while ensuring compliance with established procurement policies, procedures, and applicable regulations within the Business and Financial Management division.

DUTIES AND RESPONSIBILITIES

Assist senatorial and central staff offices with the preparation and processing of purchase requisitions

Process, maintain, and generate files, reports, and documentation related to electronic purchasing requisitions

Provide guidance and support to legislative offices and employees regarding purchasing procedures, supply requests, vendor information, and required procurement documentation

Establish and maintain positive working relationships with vendors to source goods and services on behalf of the Legislature

Monitor inventory levels and storage conditions to ensure the availability, quality, and security of supplies and materials

Inspect incoming deliveries to verify accuracy, completeness, and condition of received goods

Coordinate the receipt, storage, and distribution of supplies, equipment, and materials for all legislative offices

Maintain accurate purchasing records, inventory logs, receiving documentation, and related files

Reconcile inventory discrepancies and assist with inventory control and stock management procedures

Tag, document, and enter equipment into the Legislature’s accounting and fixed asset tracking system

Maintain organization, cleanliness, and security of inventory storage areas

Assist with periodic physical inventory counts and audits

Perform other related duties as assigned by the Director or Assistant Director

PHYSICAL DEMANDS

The work requires sufficient strength, dexterity, coordination, visual acuity, and manual ability to operate a computer and perform administrative and inventory-related tasks for extended periods while sitting and standing intermittently. The Procurement & Inventory Technician must be able to handle files, paperwork, office supplies, and inventory items and occasionally lift, carry, push, or move objects weighing 10 pounds or more. The employee must also be able to move throughout the legislative complex and may be required to climb a step stool or ladder to stock, retrieve, or organize materials stored on shelves. MINIMUM QUALIFICATIONS

Strong verbal, written, and interpersonal communication skills

Knowledge of applicable purchasing laws, policies, procedures, codes, and regulations

Proficiency in Microsoft Office Suite, particularly Excel and Word

Strong organizational skills with exceptional attention to detail

Ability to prioritize tasks, manage multiple assignments, and meet deadlines

Ability to process purchasing transactions efficiently and accurately in high-volume environments

Ability to make independent decisions based on internal policy and procedures

Ability to prepare, analyze, and present daily, weekly, and monthly reports and records

EXPERIENCE

Minimum of two (2) to five (5) years of progressively responsible experience in governmental purchasing, procurement, inventory control, warehouse operations, logistics, materials management, or customer service. Experience in a public-sector environment is preferred.

Procurement & Inventory Tehnician/Job Description

EDUCATION/CERTIFICATION

High School diploma or GED Equivalency required. Associate degree or supplemental coursework in Business Administration, Accounting, Purchasing, Supply Chain Management, or a related field preferred.

Relevant professional certifications in procurement, inventory management, or related disciplines are desirable and may be substituted for a portion of the preferred education requirements when applicable.
