Program Overview
SPARK Program: A Tennessee Department of Health initiative focused on providing education, skills, and resources to youth ages 10–19. The program promotes abstinence and sexual risk avoidance through a Positive Youth Development (PYD) framework. It aims to normalize the delay of sexual initiation, empower youth to make healthy decisions, and encourage supportive environments through caregiver engagement.
Rape Prevention Education (RPE) Program: A federally funded initiative aimed at reducing sexual violence through evidence-based strategies, education, and community collaboration. RPE addresses root causes, promotes protective behaviors, and fosters environments that prevent perpetration and support survivors.
Position Summary
This position plays a critical role in maintaining grant compliance, supporting funding sustainability, and advancing community health outcomes. The SPARK/RPE Coordinator is responsible for the effective planning, implementation, communication, and evaluation of both the SPARK and RPE programs in Sullivan County. This role involves a dynamic mix of office-based work and field engagement, requiring strong public health knowledge, community collaboration, and project management skills.
Key Responsibilities
Program Implementation & Coordination
- Oversee all aspects of the SPARK and RPE program delivery in accordance with grant requirements.
- Design, coordinate, and evaluate health education interventions that align with PYD principles and trauma-informed care.
- Ensure timely completion of reports, data tracking, and outcome evaluations to maintain grant compliance and funding continuity.
- Collaborate with supervisor to allocate resources and monitor cost-effectiveness.
- Lead and coordinate grant-required coalitions, advisory groups, and community initiatives.
- Plan and execute annual or recurring events, campaigns, and interventions aligned with SPARK and RPE priorities.
- Ensure all programming is evidence-based and aligned with state and federal grant expectations and performance measures.
- Adjust priorities and programming in response to emerging public health needs and grant modifications.
- Monitor program performance against grant deliverables and implement corrective actions as needed.
Community Engagement & Education
- Build and maintain strategic partnerships with schools, healthcare providers, youth-serving organizations, and other stakeholders.
- Conduct outreach and deliver presentations, workshops, and trainings to diverse audiences, including youth, parents, educators, and professionals.
- Promote programs through community events, forums, and collaborations.
- Deliver evidence-based curricula and facilitate group-based education sessions.
- Engage in prevention efforts related to adolescent health, sexual violence prevention, and related public health priorities.
Media & Communications
- Create and distribute public-facing materials such as social media content, press releases, campaign assets, flyers, and brochures.
- Represent the health department in media campaigns, interviews, public events, and community partnerships.
Evaluation & Reporting
- Collect, analyze, and report data to measure program effectiveness and identify areas for improvement.
- Use health indicators and community feedback to adjust strategies and enhance impact.
Training & Professional Development
- Attend state-mandated trainings and professional development events.
- Provide trainings for community health workers, educators, and peer facilitators.
General Duties
- Maintain active status in the Tennessee Health Alert Network (TNHAN).
- Respond to health-related emergencies when needed.
- Support a trauma-informed, resilience-focused workplace.
- Perform other duties assigned by the Community Services Director.
- Ensure programs are implemented in accordance with federal, state, and local regulations and best practices.
Work Environment
- Mix of office-based tasks (planning, reporting, design) and fieldwork (program delivery, outreach).
- Requires flexible hours, including some evenings and weekends.
- Involves in-county, out-of-county, and occasional overnight travel.
- Must have a valid driver’s license and reliable transportation.
Physical Requirements
- Prolonged sitting or standing; occasional walking, stooping, lifting (up to 30 lbs).
- Frequent use of hands for typing and office equipment.
- Visual and auditory acuity sufficient for computer work and communication.
Minimum Qualifications
- Bachelor’s degree in public health, health education, social work, or a related field.
- Strong public speaking, presentation, and facilitation skills.
- Excellent interpersonal and written communication skills.
- Proficiency in data collection and reporting.
- Ability to work independently and as part of a multidisciplinary team.
- Demonstrated ability to deliver curriculum-based education and training.
- Ability to collaborate effectively across multidisciplinary teams and community partners.
Trauma-Informed Care
Should have knowledge of Trauma Informed Care (TIC), the Adverse Childhood Experiences study (ACEs) resilience and the effect of trauma on individuals. Employees at SCRHD serve to support trauma responsive workplace practices and an effective service delivery to those who are trauma survivors. This includes helping all employees develop an understanding of trauma and how it affects individuals as well as staff as we learn to incorporate an understanding about trauma into our work with clients and each other.
Customer Communication
- Maintain updated alerting profile in TNHAN and respond timely to appropriate alerts.
- Complete all required trainings.
- Adheres to all Sullivan County policies.
- Must be available to respond to health-related emergencies.
- Provide accurate information about SCRHD services and policies.
- Other duties as assigned by supervisor.
Job Type: Full-time
Pay: $21.43 - $23.68 per hour
