Full Job Description

Job Summary

Performs professional and paraprofessional financial, accounting, budgetary, benefits, records management and other fiscal and administrative functions for the District. This salaried position performs a variety of fiscal and administrative functions in the day-to-day operations of the District. Reports directly to the District Manager. The role serves as Clerk to the Board and coordinates with the auditor for the annual audit.

Examples of Duties

Performs budgetary accounting, general ledger, payroll and accounts payable duties for the District.

Participates with operating and capital budget preparation and administration; prepares a wide variety of financial records and reports and files reports as required.

Maintains personnel files and records; coordinates benefits programs; maintains official personnel policy and classification and pay plan; prepares a wide variety of reports for retirement, tax withholdings, insurance and other benefits.

Serves as executive assistant to the District Manager; manages office, files, records, etc.; coordinates administrative purchasing and performs related duties as required.

Minimum Qualifications

Associate’s degree or higher in accounting or a related field; and over three (3) years of experience in finance administration and/or administrative support; or an equivalent combination of education and experience.

Special Requirements

Valid NC Driver’s License

NC Notary Public Certification or ability to secure certification

Must be bondable

Must satisfactorily complete and pass pre-employment screenings
