POSITION SUMMARY:
The principal function of an employee in this class is to perform inspections of commercial and industrial buildings to identify potential or existing cross connections between the domestic water supply and non-potable sources. The work is performed under the supervision and direction of the Assistant Superintendent Operations, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the assigned supervisor, other City employees, business owners, installers, and the public. The principal duties of this class are performed in a general office and field environment.
ESSENTIAL FUNCTIONS:
- Performs inspections on new and existing industrial, and/or commercial properties and/or other buildings and construction to identify potential or existing cross connections between the domestic water supply and non-potable water sources. Draws or sketches plumbing layouts in existing buildings to show location of hazards and backflow devices.
- Reviews plans and specifications to identify potential cross connections between the domestic water supply and non-potable water sources.
- Interprets codes and regulations as they relate to cross connection and backflow, and explains corrective action needed to property owners and other responsible individuals.
- Maintains accurate records and files on all inspections.
- Assumes responsibility for other duties as required or assigned, including attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
- Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
- Responds to citizens' questions and comments in a courteous and timely manner.
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
- Education: High School Graduate or General Education Degree (GED); Required
- Experience: 2 plus years of experience in maintenance, trade, or construction or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work in a water distribution system.
- Computer Skills: Ability to operate computers using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and out use to new skills and knowledge brought about by rapid changing information and/or technology.
- Certifications & Licenses: Valid State of Idaho Driver’s License. Water Distribution I License required. Water Distribution II license within 1 year of accepting position.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
- Strong oral and written communication skills
- Thorough knowledge of potential sources of contamination to water systems and the degree of hazard presented.
- Thorough knowledge of plumbing appurtenances and plumbing theory.
- Thorough knowledge of fire suppression systems in industrial and/or commercial buildings.
- Thorough knowledge of various backflow devices and their uses in safeguarding the City's potable water system.
- Ability to read and comprehend shop drawing, system maps, plans, as-builts, and drawings.
- Ability to understand complex water flows within buildings and to distinguish between potable and non-potable sources.
- Ability to follow piping and flow of domestic water and non-domestic water in and through industrial and/or commercial buildings.
- Ability to draw and sketch water systems in buildings to show location of hazards and backflow devices.
- Ability to understand cross-connections and to identify potential cross-connections and backflow problems.
- Ability to identify and apply the appropriate backflow device to an identified hazard to ensure proper protection of the water system.
- Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
- Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations.

WORK ENVIRONMENT:
- Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions.
