Position Summary:
The New Construction Program Administrator (PA) assists Co-op members who wish to build or renovate energy-efficient residential, commercial, or municipal buildings. The PA will provide advice, advocacy, and technical assistance, as well as administer programs and incentives through the NHSaves statewide energy efficiency program. The PA will monitor new construction activity, work to connect with decision makers, and influence energy-efficient decisions in the construction process and ensure regulatory compliance.
In support of this goal, the PA will establish and maintain positive, effective working relationships with a wide range of internal and external stakeholders.
Responsibilities and Essential Functions:

Track and engage with new construction projects in Co-op service territory in order to influence energy efficiency decisions and make incentives available to members.

Build active relationships with key stakeholders, including developers, contractors, building owners, architects, planners, lenders, owners, and tenants.

Ensure reporting compliance requirements to Co-op Management, Board of Directors, and the Public Utilities Commission by completing required paperwork and updating data tracking systems.

Work closely with Key Accounts Advisor to build relationships with stakeholders and ensure excellent member service.

Establish and maintain positive Member relations by resolving issues in a timely and satisfactory manner.

Develop program procedures and training and communicate them effectively with Co-op staff.

Collaborate with other NHSaves Utilities to ensure best practices and program consistency.

Promote quality assurance and control by conducting or arranging on-site inspections and soliciting member feedback.

Increase professional and technical knowledge by attending educational classes, reading professional publications and participating in professional societies.

Act as primary liaison with applicants throughout the project life cycle to address their needs and expectations. This includes assisting applicants with guidance and incentive applications and resolving a variety of issues such as applicable regulatory and NHEC requirements and addressing incomplete or inaccurate applications.

Manage the timely, efficient processing and transfer of incentive applications and project reviews.

Ensure accurate and timely processing of information, including communications with applicants, entering relevant information into tracking systems, and maintaining current application status.

Develop and deliver presentations to member groups, trade, and professional organizations.

Required Education and Experience:
-
Bachelor’s degree in business, marketing, engineering, building science, sustainability, or related discipline plus 1 year of relevant experience is required, or five years equivalent experience, in total, in lieu of a Bachelor’s degree.

Demonstrated experience in one or more of the following areas:
-
Utility operations, field services, or related industry experience.
-
Skilled trades or construction, with an understanding of project planning, coordination, and execution.

Supporting industries such as supplier sales, electrical distribution, building materials, or contractor services.

Building science, energy efficiency, sustainability, or related technical disciplines.
-
Sales, business development, account management, or community engagement, with a demonstrated ability to build and maintain professional relationships.

Documented experience delivering projects on time and within scope while fostering strong relationships and collaboration across departments, teams, and stakeholder groups.
Preferred Education and Experience:
Industry Certifications: HERS, BPI, CEM

Knowledge of building science and energy efficiency concepts.

Strong networking skills and ability to quickly build rapport with builders, owners, and architects.

Experience working in or with electric utilities, particularly in energy efficiency programs, a plus.

Emergency Restoration
- Assistance with restoration efforts is required of all employees.

Employees will be assigned functions to support storm restoration and for some employees that may be different from their normal duties.

Such assistance may require working nights, weekends, and holidays which may involve considerable extra hours.

In order to meet this working condition, all employees are required to provide a personal phone number where they may be reached after hours. This number will only be used for internal purposes.

Working Conditions:
Normal office conditions; occasional overtime may be required. Positions eligible for a hybrid work schedule will be dependent upon management approval and workload; however, on-site office work in the Plymouth, NH area will be required.
Employees may be required to work long hours on occasion, especially during major system outages. Limited travel is required in the performance of work responsibilities and while representing NHEC at various professional and association meetings.

COMPENSATION:

The target salary range for this position is $82,395.44 - $93,269.07 with anticipated pay for new hires between the entry and midpoint of the range and could vary above and below the listed range as permitted by applicable law. Pay is based on non-discriminatory factors including but not limited to work experience, education, licensure requirements, proficiency and qualifications required for the role. The base pay is just one component of NHEC’s total compensation package for employees.
