Reports to: Building Commissioner
Position Summary
The Inspector will be responsible for Rental Housing Inspection (RHI) registration and inspection duties along with residential and commercial construction review and inspections. This position requires extensive experience in building inspection, construction, and applicable codes and ordinances.
Essential Job Functions (including but are not limited to)
- Conducts rental housing, property maintenance, improvement location permit, and construction inspections, including site work, foundations, framing, mechanical, electrical, plumbing, fire safety, and related code compliance reviews.
- Reviews permit applications, plans, sign permits, and related zoning and development requests for compliance with applicable codes and ordinances.
- Schedules rental housing inspections and processes registration paperwork.
- Responsible for updating and maintaining City standards and procedures relating to residential and commercial construction issues, as well as Rental Housing Inspection (RHI) processes.
- Performs other duties as assigned.
Education/Skills/Experience
- Minimum of three (3) years of experience in the construction industry, home inspection, and/or code enforcement.
- Previous experience with building and construction inspection and code enforcement is preferred.
- Associate’s degree in building construction or another closely related field would be considered equivalent experience.
- Knowledge of Indiana codes for building construction, mechanical, plumbing, electrical, fire safety, energy, and property maintenance.
- Awareness of City codes for building construction, mechanical, plumbing, electrical, fire safety, energy, and RHI program.
- Familiarity with local zoning codes and standard construction details.
- Competent in computer and basic word processing and spreadsheet programs.
- Excellent written/verbal communication skills. Ability to effectively communicate with City and community leaders, design professionals, contractors, property owners, management companies, and the public.
- Capable of making and keeping accurate records.
- Excellent attention to detail, organizational skills, and adherence to deadlines.
- Excellent interpersonal and customer contact skills.
- Excellent problem-solving and strong decision-making skills.
Work Schedule
This position is based on a standard work week; however, it is occasionally required to attend meetings and work sessions outside of normal business hours. These instances may include client meetings, public board meetings, or team collaborations that fall outside the typical schedule. Flexibility in these situations is necessary as it contributes to our commitment to our constituent’s satisfaction and project success.
Working Environment
The employee will spend most of the time in the field inspecting work for improvement location permits and RHI registrations. The remainder of the time will be spent in an office environment reviewing permit submissions, updating and producing inspection reports, and communicating inspection times and results. Exposure to all weather conditions and dust is probable.
Physical Requirements
The employee must be able to effectively communicate and exchange information with coworkers, contractors, property owners, and the public, with or without reasonable accommodation. The incumbent will be required to perform job duties while sitting or standing, with proficiency in fine motor skills to complete tasks such as typing or writing. The role may involve lifting or moving items up to twenty (20) pounds. The position regularly requires traversing construction sites and rental properties, including occasional climbing, stooping, kneeling, crawling, walking on uneven surfaces, and accessing areas under construction, with or without reasonable accommodation.

Certificates/Licenses
- Certification or license in International Code Council for residential and commercial codes, Inspector, Mechanical, Plumbing, and/or Electrical is preferred.
- Must possess and maintain a valid driver's license and be able to travel between inspection sites as required for the position.
