Job Description
Title: Public Work Assistant Superintendent
Hourly Pay Range: Starts $27.89 - Maximum $34.88
Reports to: Public Works Superintendent or Village Administrator.
Position Summary
Under the direction of the Public Works Superintendent or Village Administrator, the Assistant Superintendent serves as the second-in-command of the Public Works Department. This position assists in planning, organizing, supervising, and participating in the maintenance, repair, construction, and improvement of Village infrastructure, parks, cemetery, buildings, rights-of-way, and stormwater systems.
The Assistant Superintendent provides daily leadership to department personnel, coordinates work assignments, promotes safe work practices, assists with budgeting and purchasing, and serves as Acting Superintendent in the Superintendent's absence. This position requires independent judgment, technical expertise, and the ability to respond to emergencies outside normal working hours.
Typical Working Conditions
Work is performed indoors and outdoors in varying weather conditions. Duties require operation of heavy equipment and exposure to moving traffic, construction hazards, confined spaces, electrical hazards, chemicals, vibration, dust, noise, uneven terrain, and extreme temperatures. Required personal protective equipment must be worn at all times.
Essential Job Functions
- Assist with planning, scheduling, assigning, and supervising daily Public Works operations.
- Direct and support Laborers and Equipment Operators while promoting teamwork, accountability, and professional development.
- Assist with employee evaluations, coaching, disciplinary documentation, hiring recommendations, and onboarding.
- Coordinate projects with contractors, consultants, utility companies, and government agencies.
- Assist with budget preparation, purchasing, inventory management, and capital improvement planning.
- Maintain departmental records, work orders, reports, and equipment documentation.
- Serve as Acting Superintendent in the Superintendent's absence.
Infrastructure Maintenance
Perform and oversee maintenance, repair, and construction activities involving Village infrastructure, including:
- Streets, sidewalks, curbs, gutters, rights-of-way, drainage systems, and culverts.
- Asphalt and concrete repair.
- Storm sewer installation and maintenance.
- Catch basin cleaning and drainage improvements.
- Street signs, pavement markings, and traffic control devices.
- Ditch maintenance and roadside vegetation management.
- Utility locating through OUPS.
- Roadway striping and work zone traffic control.
- Snow and ice removal operations.
Parks and Cemetery Operations
Maintain Village parks, recreational facilities, and cemetery grounds by:
- Performing mowing, trimming, landscaping, planting, weed control, and seasonal maintenance.
- Operating heavy equipment for grounds maintenance and cemetery operations, including grave excavation.
- Maintaining playgrounds, shelters, benches, picnic tables, walking paths, parking lots, monuments, and signage.
- Assisting with special events, funerals, and public gatherings.
- Removing litter and maintaining clean, safe public spaces.
Equipment and Fleet
- Safely operate and demonstrate proficiency with all departmental vehicles, heavy equipment, and power tools.
- Perform preventive maintenance, inspections, and minor repairs.
- Coordinate equipment repairs and maintain maintenance records.
- Ensure vehicles, tools, and facilities remain clean, organized, and operational.
Emergency Response and Safety
- Respond to emergencies including snow and ice events, flooding, severe weather, infrastructure failures, road closures, and storm damage.
- Promote a culture of safety by ensuring compliance with OSHA regulations, Village policies, and departmental safety procedures.
- Conduct safety inspections, utilize required PPE, and assist with accident investigations.
Customer Service
- Respond professionally to resident inquiries and complaints.
- Communicate effectively with elected officials, contractors, utility companies, regulatory agencies, and the public.
- Represent the Village in a courteous and professional manner.
Other Duties
Perform other related duties as assigned by the Public Works Superintendent or Village Administrator.
Knowledge, Skills and Abilities
The Assistant Superintendent shall demonstrate:
- Strong leadership, organizational, and supervisory skills.
- Thorough knowledge of municipal public works operations and construction practices.
- Advanced skill in operating and maintaining heavy equipment.
- Knowledge of OSHA safety standards, work zone traffic control, the MUTCD and OUPS procedures.
- Ability to read construction plans, specifications, maps, and utility records.
- Effective verbal and written communication skills.
- Proficiency with Microsoft Office and municipal software systems.
- Strong problem-solving, decision-making, and time management abilities.
- Ability to establish and maintain positive working relationships with employees, residents, contractors, and public officials.
Minimum Qualifications
- High school diploma or GED.
- Minimum five (5) years of progressively responsible experience in municipal public works, construction, utilities, roadway maintenance, parks, or a closely related field.
- Demonstrated leadership or supervisory experience.
- Valid Ohio Class B Commercial Driver License (CDL), or ability to obtain within six (6) months of hire.
- Driving record acceptable to the Village's insurance carrier.
- Ohio Department of Agriculture Commercial Applicator License (Core, 5, 6C, 8, and 10D), or ability to obtain within one (1) year of hire.
- Extensive experience operating heavy equipment.
Physical Requirements
This position requires strenuous physical labor in outdoor environments. Employees must be able to walk, stand, climb, kneel, crouch, crawl, reach, lift up to 25 pounds frequently and up to 100 pounds occasionally, operate heavy equipment, work from elevated surfaces, enter confined spaces, and traverse uneven terrain while safely performing assigned duties.

- Pass a Bureau of Criminal Investigation (BCI) background check.
- Pass a pre-employment drug screening.
