Position Description: Maintenance and Facilities Manager

Position Summary:
The Maintenance and Facilities Manager is responsible for all matters related to the safety, security, maintenance, sanitation and day-to-day operations of the Lancaster Recreation Center and equipment, property, fields and playing areas used for Recreation Commission-sponsored activities. The position is technical and reports to the Director of Operations.
The ideal candidate is highly organized, hands on self-starter who is willing to complete all necessary tasks and manage multiple projects, priorities and deadlines effectively. This person must be able to perform general building maintenance tasks and operate independently and as a member of a team.
Essential Duties and Responsibilities:
Routine and General Maintenance:
- Performs general cleaning and maintenance duties.
- Is the backup to the Recreation Department in coordinating the preparation of all outdoor playing fields.
- Prepares the Conestoga Pines Swimming Pool for operation and supervises its upkeep.
- Respond to all work orders in a timely manner.
- Maintains the building exterior, interior, mechanical, plumbing, fire, electrical, security, burglary/fire alarm, energy management, voice, data and CCTV systems and equipment.
- Prepares work, maintenance, cleaning, and inspection schedules for facilities.
Supervisory, Budget, and Higher-Level Responsibilities:
- Has responsibilities for specific income and expense budget accounts. Assists with preparation of yearly budget.
- Inspects all operating equipment, makes required repairs, schedules periodic maintenance, reports needs for servicing by others, and inspects completion of their work.
- Secures buildings against vandalism and unauthorized entry.
- Maintains record of inventory, receipts and usage of supplies, tools and repair parts, and submits requests for these items as needed.
- Performs and coordinates cleaning and maintenance of Recreation Center building, shoveling snow, and general cleanup of immediate grounds and area.
- Inspects all recreation areas, facilities and equipment for possible safety hazards and corrects problems immediately.
- Assigns, coordinates and inspects work projects for maintenance staff and contractors.
- Coordinates the distribution and inventory of keys and locks. Changes locks whenever necessary.
- Meets with sponsors of rental activities to plan for meeting their individual needs within the authorized limits of service.
- Acts as one of crew assigned to major rental events and leisure service functions, as directed.
- Assists in the selection and evaluation process for all maintenance staff.
- Supervises all full and part-time maintenance workers, and participates in hiring, scheduling, and performance management for those staff. This includes supervising and hiring building rental and security staff. This is a supervisory position with direct hiring authority.
Knowledge, Skills and Abilities:
- General mechanical ability. Ability to work effectively with wood, metal, plastic, paints, adhesives, and cleaners.
- Ability to supervise others.
- Ability to use, operate and maintain hand and power tools and cleaning equipment.
- Pennsylvania driver's license and ability to drive a small truck, van, and other manual-transmission vehicles.
- Maintains a professional appearance and wears the required uniform and any assigned safety equipment while on duty.
- Ability to meet and speak effectively with the public, staff, Commission members, and employees of cooperating agencies.
- Ability to think and solve problems in a logical fashion.
- Ability to lift and maneuver 50+ pounds, with or without reasonable accommodation.
- Ability to keep accurate financial and inventory records and prepare timely reports on the same.
- Ability to establish and maintain good working relationships with staff.
- Knowledge of fire prevention and safety measures.
- Requires working long hours and must be available to handle emergency situations after hours, weekends and holidays, with or without reasonable accommodation.
- Considerable knowledge of Commission activities.
Education and Experience Qualifications:
- Graduation from high school with some college experience preferred.
- Minimum of two years experience in general maintenance work plus minimum of one year experience in a supervisory position.
- Must be skilled in maintaining buildings and equipment, troubleshooting HVAC and electrical systems, appliance repair, plumbing and mechanics. Certified Pool Operator (CPO) certification is required, or must be obtained within the first six months of employment. A Pennsylvania Pesticide Applicator license is also required, or must be obtained within the first six months of employment.
Hours and Place of Work:
This is a full - time, hourly position with a flexible schedule to include evenings, weekends and holidays as necessary. Offices are at the Lancaster Recreation Center, 525 Fairview Avenue, Lancaster, PA 17603.

Pay: $50,000.00 - $60,000.00 per year
