Full Job Description

Security Clearance: Active Secret clearance required

At MSA, you will be working with a diverse team of experts working to strengthen the preparedness of our Nation through innovation in technical and analytical services. Position Summary:

The Transformation Decision Analysis Center (TDAC) is seeking a motivated and experienced Human Systems Integration (HSI) Practitioner / Analyst to join our team and serve as a key analyst and advisor for the Army's modernization priorities in Army Integrated Air and Missile Defense (AIAMD), Field Artillery (FA) and Command Post Modernization (CP Mod). This position is essential for fulfilling the DoD-mandated requirement to integrate human considerations throughout the entire system acquisition lifecycle, as directed by DoDD 5000.01and DoDI 5000.95. As an executing agent of the Army's HSI Program, you will be responsible for conducting comprehensive analyses across all seven HSI domains (Human Factors Engineering, Manpower, Personnel, Training, Safety and Occupational Health, Habitability, Force Protection and Survivability) to ensure next-generation AIAMD, FA and CP systems are designed for the warfighter.

Your primary function will be to author the formal HSI Assessment, a critical deliverable required by AR 602-2 for program milestone decisions and by AR 770-3 as a prerequisite for Materiel Release. Working directly with select Army Program Offices, FA and ADA units and Test agencies, you will identify and mitigate risks that impact a system's operational effectiveness, suitability, and safety and facilitate soldier-in-loop assessments to develop data-driven recommendations that inform system development and shape the future of AIAMD and the FA. From an established office on Fort Sill you will represent the Transformation Decision Analysis Center (TDAC) HSI Division and establish a working relationship with the Fires Future Capabilities Directorate (FCD) within the Fires Center of Excellence (FCOE) to stay abreast of modernization, concept development, and experimentation for Army integrated offensive and defensive fires.

Key Responsibilities:

Lead HSI Assessments: Plan, coordinate, and conduct comprehensive HSI assessments for supported programs from Product Manager Multi-Mission Surveillance Systems (M2S2), Product Office Search, Track, Acquire, Radiate and Eliminate (STARE) and Command Post Modernization (CP Mod), and emerging FA systems. Your analysis will be a key input for official Materiel Release decisions as mandated by AR 770-3.
Develop HSI Documentation: Author and refine critical HSI documents, including Human Systems Integration Plans (HSIPs), HSI Issues tracking documents, and formal HSI Assessment Reports for Milestone Decision Reviews, in accordance with AR 602-2 and DoDI 5000.95.
Conduct Soldier-Centric Analysis: Design and execute soldier-in-the-loop evaluations to gather quantitative and qualitative data on operator performance. Analyze soldier feedback to identify system deficiencies and usability issues.
Prototype & Validate Solutions: Work with a team of operators and engineers to rapidly prototype and validate solutions to known HSI gaps (e.g., UI clutter, inefficient workflows, poor automation transparency) using the FFEADS simulation platform.
Provide Data-Driven Recommendations: Synthesize test data and operator feedback into clear, actionable recommendations for the M2S2, STARE and CP Mod product offices.
Advise on HSI Requirements and Human Engineering Design Principles: Serve as the SME on HSI principles and the application of MIL-STD 1472 Human Engineering Design principles as a member of design, engineering, test and product support Integrated Product Teams (IPTs), for supported Army programs.

Required Qualifications:

Bachelor's Degree in a relevant field such as Engineering (Systems, Industrial), Human Factors, Psychology, or other Behavioral Sciences.
Minimum of three (3) years of experience in human factors engineering, systems engineering, or operational testing related to DoD systems.
Demonstrated experience with at least one of the seven HSI domains (HFE, Manpower, Personnel, Training, Safety and Occupational Health, Habitability, Force Protection and Survivability).
Proven ability to author detailed technical documents, plans, and reports.
Strong analytical skills and the ability to interpret both quantitative and qualitative data.
Active Secret security clearance.
Experience in developing and briefing results in person or online (i.e. via MS Teams).
Experience in chairing or facilitating working groups in person or online (i.e. via MS Teams).

Preferred Qualifications:

Master's Degree in Systems Engineering, Human Factors, Experimental Psychology, or a related field.
Direct experience with Air and Missile Defense systems (e.g., Patriot, THAAD, IBCS, or comparable C2 systems).
Direct experience with Field Artillery systems (Target Acquisition, Cannons, Rockets, Missiles, Fire Direction and Fire Support)
Experience planning or participating in Army operational test events (e.g., Limited User Test (LUT), Initial Operational Test and Evaluation (IOT&E)).
Familiarity with DoD and Army acquisition regulations (DoD 5000 series, AR 770-3, AR 602-2).
Experience with simulation-based testing and data collection.
