Position Summary
Performs difficult skilled work in the operation of medium and large pieces of motorized equipment, such as rollers, backhoes, excavators, motor graders, tractors and similar items. Work is performed in support of a variety of public works infrastructure maintenance and repair activities. Work is performed under the regular supervision of the applicable Public Works Crew Supervisor or Deputy Director. Limited supervision is exercised over assigned crew members. Incumbent is expected to also perform manual labor tasks.
Essential Job Tasks and Responsibilities
The following duties and responsibilities are intended only as illustrations of the various types of work performed. The services of Public Works are vital to the daily operation of the City of Lexington. During manpower shortages or emergencies, all Public Works employees may be assigned tasks beyond the scope of their daily responsibilities.
This position operates medium to large pieces of motorized equipment in the support of Public Works infrastructure maintenance and repair activities. In general, this position;
· Operates pavement zippers, excavators, or backhoes for the demolition of pavements, walks, and other hardscapes.
· Sufficiently operates excavators and backhoes to excavate and grade for concrete curb and a variety of concrete flatwork, excavate and grade for utility trenches, and excavate and grade for asphalt pavement repairs.
· Operates rollers and other compaction equipment for the proper compaction of subgrades, stone base sections, and asphalt pavement sections.
· Sufficiently operates motor graders, maintainers, or dozers for the grading of subgrades or gravel base sections.
· Operates loaders and skid steers for the safe loading of materials into Public Works trucks.
· Operates street sweepers.
· Operates a variety of construction vehicles, to include construction material, solid waste, recycle, and leaf collection trucking.
· Cleans, services, performs preventative maintenance, and makes minor repairs to vehicles and equipment.
· Performs work as concrete form setter and finisher, pavement marking installer, trench grade man, stone or asphalt loop man, work zone flagman, or other manual labor services, as required.
· Assists with snow and ice removal.
· Performs related tasks as required.
Required Knowledge, Skills, and Abilities
Thorough knowledge of the principles and practices of operating medium to heavy construction vehicles and equipment in support of Public Works operations; ability to perform equipment maintenance and basic equipment repair; thorough knowledge of the traffic laws and regulations governing vehicle and equipment operation and loading; thorough knowledge of the occupational hazards and safety precautions associated with this type of work; ability to work independently; and sketches; ability to communicate effectively orally and in writing; ability to diplomatically interface with the general public; and the ability to establish and foster effective working relationships with coworkers, supervisors, and officials.
Education and Experience
Any combination of education and experience equivalent to graduation from high school and considerable experience in operation of motorized equipment.
Special Requirements
Possession of a Commercial Driver's License (Class B) valid in the Commonwealth of Virginia, or the ability to obtain the same within ninety (90) days of start of employment, and be insurable through the city’s insurance carrier. Must consent to and successfully complete pre-employment national Background Screening, Drug Testing, and Virginia Department of Motor Vehicles Driving Record check as a condition of employment. The position is on-call outside normal working hours. Employee must possess a cellular or landline phone.
Working Conditions
This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, night vision, peripheral vision, use of measuring devices, assembly or fabrication of parts at or within arms length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.
