Summary of Job

Under the supervision of the Director of Human Resources, provides expertise in a wide variety of support functions for the Human Resources Department of the Housing Authority of the City and County of Denver (DHA). Areas of responsibility include but are not limited to: full cycle employment recruiting, managing the complexities of Human Resources from temporary agencies, and supporting the administrative and clerical functions of the department and human resources programs.

This role is classified as Exempt and is a Professional II. The hiring range is $78,000.26 - $97,500.74

Essential Duties and Responsibilities

Manages full cycle recruiting process to meet goals across all levels and tracks metrics designed to measure and predict activity in the recruitment process. Follows up with hiring managers and candidates.
Crafts and posts professional, engaging job descriptions designed to attract diverse candidates for a variety of positions.
Develops strong relationships with all departments. Works with hiring managers and interview teams to ensure job requirements and expectations are clearly understood and candidates are assessed against the appropriate criteria.
Performs background checks, reference checks and pre-employment testing for potential new hires. Makes recommendations to the hiring manager and Director of Human Resources regarding new hires.
Seeks out applicants through social media, networking, industry contacts, professional memberships, and other tactics to recruit top candidates to fill open positions.
Serves as the liaison between the agency and candidates by making job offers to candidates, providing offer letters, discussing benefits and requirements of the position. Must handle phone calls, questions, and other details before and after interviews.
Maintains information and documentation on applicants throughout the recruitment process and sets up new human resource records for new hires.
Avoids legal challenges by maintaining a strong working knowledge of employment law pertaining to the hiring process and maintains expertise on federal, state, and local laws. Makes recommendations regarding revisions to policies and procedures, as required.
Administers Human Resources related contracts as related to temporary agencies, including working with the Procurement Department in solicitation and selection of those contracts. Responsible for the administration of temporary agency personnel, which includes making requests or selecting candidates, processing invoices, creating purchase orders, and handling any discrepancies or issues.
Compiles HR-related information, researches and prepares reports and makes recommendations to director for various Human Resources matters and activities.
Must develop and maintain respectful, courteous, effective relationships with co-workers in Human Resources, employees and hiring managers at all levels, applicants, vendors and representatives of other agencies.
Develops, implements, and continuously improves service delivery to ensure attainment of the core strategies and mission of the agency and Human Resources Department.
Provides clerical assistance to department as necessary, takes and relays information and performs data management tasks in the HRIS and the ATS.
Serve as a backup resource for select HR functions during periods of lower recruitment volume.
Demonstrates professionalism through punctuality, adaptability, confidentiality, and a commitment to representing the agency and Human Resources Department in a positive manner.
Performs related duties and special projects as assigned.

Education and Experience Requirements

Bachelor's degree in human resource management, business administration or related field.
Three (3) years of progressively responsible experience in staffing or corporate recruitment.
Two (2) years of progressively responsible experience in Human Resources.
A combination of appropriate education and experience may be substituted for minimum education and experience requirements at the sole discretion of DHA.

Licenses and/or Certifications

A valid Colorado driver license is required. Eligibility to drive must be maintained in accordance with the Personnel Policy.
Preferred: PHR

Knowledge, Skills and Competencies

Knowledge of human resources policies, procedures, and applicable federal, state, and local laws and regulations.
Ability to analyze HR situations accurately and recommend effective courses of action.
Strong written and verbal communication skills, including correct grammar, punctuation, and professional presentation.
Proficiency in Microsoft Office Suite including Word, Excel, and PowerPoint; ability to create visual and auditory presentations.
Demonstrated working knowledge of HRIS, ATS and ability to maintain technical records and prepare detailed and statistical reports.
Strong interpersonal skills with the ability to work effectively with people from varied backgrounds, including those who may be difficult or distressed.
High standards of integrity, ethical conduct, and confidentiality.
Effective problem-solving and decision-making skills, including the ability to evaluate alternatives and exercise sound judgment.
Ability to manage time effectively, meet deadlines, and adapt quickly to changing priorities.
Strong attention to detail and conscientiousness in performing work accurately and thoroughly.
Commitment to customer service, teamwork, and fostering a collaborative and inclusive work environment.
Ability to handle high-stress situations calmly and manage conflict in a constructive manner.

Physical Requirements

Ability to remain in a seated position for extended periods
Ability to carry and transport objects, typically by hand, arm, or shoulder
Ability to operate a personal vehicle or have reliable transportation
Ability to communicate effectively through speaking and hearing in person and by telephone
Ability to see clearly at both near range (20 inches or less) and far range (20 feet or more), with the ability to adjust visual focus as needed
Ability to apply mathematical reasoning, analyze information, and draw logical conclusions
Ability to read and comprehend written material and communicate ideas effectively both orally and in writing
Ability to retain and recall information relevant to job duties

Working Conditions

This role is based in a professional office environment where you'll thrive managing a dynamic workload, juggling multiple priorities, and navigating fast-paced situations with composure. Occasional off-site meetings may be required.
