Position Summary

Under the direction of the Director of Community Development/Township Engineer, the Civil Engineer I/Engineering Technician I, is to perform engineering and technical work involving the planning, design, construction, inspection, and administration of municipal capital improvement projects and private development applications. The position requires a combination of field and office responsibilities related to engineering design, construction inspection, development review, and technical support for municipal operations.

Essential Duties and Responsibilities

Perform professional and technical engineering work related to the planning, design, inspection, and administration of municipal capital improvement projects, including roadway, drainage, utility, streetscape, park, and other public infrastructure improvements.
Assist in the preparation of engineering plans, specifications, cost estimates, bid documents, and technical reports
Review contractor payment applications, verify contract quantities, evaluate as-built measurements, and prepare recommendations for payment on municipal capital improvement projects.
Conduct field inspections of municipal construction projects to ensure compliance with approved plans, specifications, permits, and applicable engineering standards.
Assist in the preparation of technical review memoranda for site plan, subdivision, variance, and other land development applications before the Planning Board and Zoning Board of Adjustment.
Review private development document submissions for Planning Board and Zoning Board of Adjustment hearings, for compliance with municipal ordinances, Residential Site Improvement Standards (RSIS), NJDEP regulations, stormwater management requirements, and accepted engineering practices.
Perform engineering review and field inspections associated with private development, including preparation of performance guarantee estimates, transportation pro-rata calculations, and recommendations for performance guarantee reductions and/or releases.
Assist in the review and issue Land Disturbance Permits, Tree Removal Permits, Road Opening Permits, and other engineering permits in accordance with municipal ordinances.
Monitor construction activities associated with municipal, residential, commercial, and industrial developments, including preparation of punch lists and final acceptance documentation.
Assist in the preparation and maintenance of engineering maps, record drawings, GIS data, easement records, and other official engineering documents.
Assist in the preparation of engineering reports, resolutions, ordinance amendments, correspondence, and technical presentations for the Township Council, Planning Board, Zoning Board of Adjustment, and other municipal agencies.
Respond to inquiries from residents, developers, contractors, utility companies, consultants, and other governmental agencies regarding engineering matters.
Perform other related duties as assigned.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering.
Minimum of five (5) years of progressively responsible experience in civil engineering, preferably involving municipal engineering, land development, roadway design, drainage design, and/or construction inspection.
Possession of an Engineer-in-Training (EIT) or Fundamentals of Engineering (FE) certification.
Demonstrated progress toward obtaining licensure as a Professional Engineer (P.E.) in the State of New Jersey.
Proficiency with Autodesk AutoCAD and Civil 3D for engineering design and preparation of construction plans.
Experience preparing public bidding documents, technical specifications, and engineer's estimates utilizing the NJDOT 2019 Standard Specifications for Road and Bridge Construction.
Thorough knowledge of civil engineering principles, practices, and methods related to roadway, drainage, utility, and municipal infrastructure projects.
Working knowledge of New Jersey Municipal Land Use Law (MLUL), Residential Site Improvement Standards (RSIS), NJDEP regulations, and municipal development review procedures.
Experience with Geographic Information Systems (GIS) is preferred.
Strong written and verbal communication skills.
Ability to establish and maintain effective working relationships with municipal officials, consultants, contractors, regulatory agencies, and the public.
Possession of a valid New Jersey driver's license in good standing.
