Description

HELP PROGRAM: This temporary program allows for a waiver of Civil Service Examinations for certain titles, in an effort to get qualified candidates quickly into vacant positions.

This is specialized clerical work responsible for processing a variety of Civil Service/Personnel related transactions including such areas as recruitment and placement of personnel, payroll certification, maintenance of civil service records and related tasks. There is considerable public contact involved in the carrying out of assignments. Work is performed under general supervision with wide leeway allowed for the use of independent judgment in the processing of personnel transactions.

Examples of Typical Duties

TYPICAL WORK ACTIVITIES: (illustrative only)

Participates in the maintenance of civil service roster cards;
Processes and checks personnel changes for County Departments, Towns, Villages, School District and Special Districts;
Reviews payrolls for completeness and correctness of entries;
Maintains personnel records and files;
Orients new employees as to personnel policies, wages, hours, employee benefits, etc.;
Performs study and reading assignments including Civil Service Law, County Civil Service Rules and related personnel manuals;
Types forms, correspondence, memoranda and reports;
Answers telephones, opens/sorts/distributes mail, and general clerical duties.

Full Performance Knowledge, Skills, Abilities and Personal Characteristics

Working knowledge of basic clerical procedures involving personnel transactions; working knowledge of office terminology, procedures and equipment; working knowledge of Civil Service Law and local rules; working knowledge of records maintenance, personnel transactions and payroll certification procedures; ability to express oneself clearly both orally and in writing; ability to follow oral and written directions; tact and resourcefulness in dealing with people.

Minimum Qualifications

Graduation from high school or possession of a high school equivalency diploma and:

Two years of full time clerical experience including keyboarding and recordkeeping, one year of which shall have involved the processing of employee/personnel transactions; or
An Associate Degree may be substituted for the two years of experience.

NOTE: Applicants seeking employment in this position may be required to provide verifiable training and experience in the operation of personal computer to receive an appointment to a position where such skills are a prerequisite to the satisfactory performance of the work.

If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. A list of acceptable companies who provide this service can be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee.
