General Statement of Duties: This position involves operating equipment and performing manual labor to participate in the completion of assigned projects.
Supervision: The General Labor Worker works under the supervision of the Public Works Supervisor.
Duties and Responsibilities: The duties and responsibilities of the General Labor Worker include:
1. Follows the direction of the Public Works Supervisor with regards to the maintenance and oversight of the Town’s roadways; this includes patching, spreading chemicals, spreading stone, building up gravel on the road shoulders, laying salt, and reporting needed repairs needed to the Public Works Supervisor.
2. Mows city rights-of-way in the summer and plows roads during the winter.
3. Paints signs and signals on repaired or new pavement.
4. Collects household waste, yard waste, tree limbs, and leaves and sees to their disposal.
5. Cuts back trees which may be in danger of snagging utility lines or impeding street traffic.
6. Chipping tree debris.
7. Helps the Water Department repair cut or damaged water lines.
8. Installs or repairs street signs in subdivisions and other areas.
9. Repairs and maintains Public Works buildings and yards.
10. Maintains vehicles and equipment.
11. Builds, maintains, and/or repairs fences and structures on Town property.
12. Some knowledge of methods and practices of maintaining and repairing roadways.
13. Some knowledge of the materials, equipment, procedures, and methods used in public works construction and maintenance activities.
14. Knowledge of the occupational hazards and safety precautions necessary for the operation of heavy trucks and equipment.
15. Knowledge or ability to learn the geography and streets of the Town and the location of underground utilities.
16. Some knowledge of carpentry and mechanical skills.
17. Some knowledge of basic masonry techniques.
18. Ability to understand, interpret, and carry out oral and written instructions.
19. Ability to understand and interpret simple diagrams and drawings of assigned projects.
20. Ability to establish and maintain effective working relationships with employees, other city staff and the general public.
21. Ability to operate or willingness to learn how to operate such equipment as a backhoe, dump truck, tractor, mowing equipment, bucket truck, chain saws, limb saw, torch, pavement saws, and various hand tools as required.
22. Ability to use basic office technology such as a telephone and a calculator.
23. Ability to interact with citizenry in a professional manner.
24. Ability to read maps.
25. Assist other Town of Kingston departments as required.
26. Work a flexible schedule, which may include evenings, weekends, holidays, and overtime.
27. May be actively involved in emergency operations.
28. The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines, beginning and ending assignments on time; and scheduled work breaks, where applicable.
29. Participate in the Public Works on call rotating off-hours and emergency schedule.

12. Identify and dispose of obsolete inventory according to municipal controls for disposal.
13.Contribute to team effort by performing other duties as assigned.
14. Ability to obtain knowledge of materials, methods, and equipment used in road maintenance and repair.
15. Ability to obtain considerable knowledge of the layout, construction, and condition of the parks and cemeteries within the Town.
16. Knowledge of traffic laws and safety rules governing operation of motor vehicles and equipment on Town roads.
17. Work a flexible schedule, which may include evenings, weekends, holidays, and overtime.
18. Represent the Town at community, interagency, regulatory/advisory meetings, boards, and functions as appropriate, and establish and maintain effective relationships with peers in other agencies and organizations, business community, and citizen groups
License:
1. Possession of a valid Oklahoma Driver’s License.
2. Must obtain Class D Wastewater/Water Operator Certification within three (3) months of employment. After a year and a half (1.5 year) must obtain Class C Wastewater/Water Operator Certification and Class C Wastewater/Water Laboratory Certification.

Work Environment: The position will require work under the following:
1. Potential exposure to all weather and environmental conditions, inside and out, hot, and cold.
2. Snow, rain, dusty, and muddy condition at times.
3. Available all hours of the day, seven days a week for emergencies
4. Work in and around public places.
Physical Demand: The position requires the employee to perform the following as required:
1. Sitting while operating office equipment, meetings, or driving to and from work areas.
2. Ability to lift up to 50 pounds.
3. Requires a high degree of mobility and ability to traverse uneven surfaces (road slopes, ditches, areas of excavation, ladders, and construction sites).
4. Open and close valves with a turning or twisting motion, as needed.
5. Work on hands and knees and possibly while lying on one’s back to inspect equipment and/or vehicles.
Preferred: Although not required the following work experience is preferred for the position:
1. Oklahoma DEQ Wastewater/Water Distribution and Lab D License.
2. Oklahoma DEQ Wastewater/Water Distribution and Lab C License.
3. Additional college and/or technical certifications in construction or related field.
