Introduction

The State of Wisconsin, Department of Military Affairs (DMA) is hiring a Buildings and Facilities Systems Program Manager (Capital Projects Specialist- Senior). This position is based out of the Joint Force Headquarters (JFHQ) building in Madison. There is opportunity for some limited telework with this position after an initial training period. This position will generally work Monday through Friday daytime hours. The exact work schedule and possibility of telework will be discussed with the finalist at the time of the employment offer.

The DMA provides essential, effective, and responsive military and emergency management capability for the citizens of our state and nation. During emergencies, no single organization can handle the response. The DMA consists of several organizations working together to plan, prepare, coordinate, and respond effectively when our communities and neighbors need us the most.

Position Summary

The Buildings and Facilities Systems Program Manager position is located in the Construction and Facility Management Office (CFMO), Facility Management (FM) Branch, and works under the general supervision of the FM Branch Operations Specialist. This position works collectively with other Facility Management team members to support FM Branch Chief and CFMO Director priorities. The purpose of this position is to work as a self-sufficient manager on numerous independent Buildings & Grounds (B&G) maintenance, repair, and sustainment programs that directly impact our State National Guard buildings and structures. The programs incorporate several very complex projects that encompass phases from initiation through to completion in, but not limited to, building system maintenance, repair, and sustainment such as (a) facility systems with life cycle repair and replacement as boilers, water heaters, air handlers, and other mechanical systems, (b) building envelope upkeep such as masonry (tuckpointing), and roofing (repair and replacement), (c) exterior systems such as wash racks, (d) risk management priority programs such as engineered fall protection upgrades and other safety abatements, (e) other project requirements as directed, and (f) general technical contract oversight.

The Buildings and Facilities Systems Program Manager will also work as primary coordinator for military engineer troop training that can benefit the B&G facilities such as using troop skills in the trades (plumbers, electricians, masonry, heavy equipment operations, survey, and design). The position requires knowledge of project management, architectural, and engineering methods and techniques. The Department of Military Affairs (DMA) develops, implements, and manages the combined complex of facilities consisting of over 200 buildings at 70 locations in six regional areas totaling 3.65 million square feet on 1500 acres. The Buildings and Facilities Systems Program Manager monitors requests and independently takes prompt and decisive action to coordinate maintenance, repair, and sustainment requirements through the regional superintendents. This position develops and implements a variety of multifaceted programs to include maintenance policy, procedures, and guidelines.

Salary Information

Starting pay is between $30.00 and $37.85/ hr.

This position is in the 14-14 pay schedule/range. A 12-month probation will be required.

For current permanent state employees, pay will be set in accordance with the State Compensation Plan.

The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

Job Details

Valid driver’s license required upon appointment.

Must be able to routinely travel throughout the State of Wisconsin and periodically out of state for coordination and training requirements. Attend various professional development conferences and meetings to support your continuing education.

In order to gain access to the military facilities and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check.

In addition, the position requires a Common Access Card (CAC). A CAC requires successful completion of a Department of Defense investigation and an additional more in-depth federal background check, for gaining access to federal computer systems, restricted locations, or classified information.

The employee in this role shall wear eye and foot protection while conducting facility maintenance (excluding an office environment): (a) Eye Protection: eyewear shall meet American National Standards Institute (ANSI) Z87.1 requirements (prescription safety glasses with side shields shall be attached where there are potential side impact or debris hazards). (b) Foot Protection: footwear shall meet American Society for Testing and Materials (ASTM) 2413 requirements. (c) All other PPE is based on potential job task and exposure.

All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program. Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO.

Qualifications

Candidates who meet minimum qualifications will have education and/or experience with:

Project / Program Management.
Contract Management.
Facility or construction projects.
Facilities management, HVAC, mechanic technician skills, or related fields.

In addition to the minimum qualifications, well-qualified candidates will also have the following preferred qualifications:

Extensive experience in Project/ Program Management, Contract Management, and Facility or Construction projects.
An earned Bachelor’s degree or higher in Engineering (mechanical, structural, civil) or related field.
Extensive facility management experience in multi component building maintenance across large campus and/ or multiple regional locations.
