Minnesota Sex Offender Program (MSOP) is a residential, sex offense specific treatment program in a modified therapeutic community and secure setting that provides services to over 700 individuals who have been civilly committed for sexual offending. In this role as Facility Security Director, you will manage the daily security operations at MSOP- St. Peter, MN. This involves leading operations and activities at a 24/7 secured facility to provide a secure, safe environment in which to promote treatment objectives for clients, assure safety for staff, and support the protection of the general public. This is accomplished through orchestrating team coordination between divisions of the secure facility and participation in broader aspects of facility management, including departmental, legislative, community and field issues. This position is responsible for all security services and operations on and off the campus.
Responsibilities include:

Manage the Security Divisions programs by following established administrative philosophy so that the facility mission of providing for public safety, comprehensive treatment and reintegration opportunities for clients and career opportunities for staff are met within the context of a safe, humane, and predictable environment

Conduct continuous monitoring of all aspects of MSOP facility security, and control and accountability to identify opportunities for improvement and clarify operating procedures

Manage the human resources activities of selected MSOP Security functions in accordance with established policies, procedures, and labor contracts.

Manage Security Counselor staffing levels including the hiring process and training of new staff to ensure a safe, secure and therapeutic environment is maintained.

Supervise, manage, and oversee activities of direct reports so that they properly understand their responsibilities, exercise their authority and receive guidance and direction consistent with policy and procedures

Administer the budget for the Security Division so that expenditure remains within authorized allocations and assist with facility budget preparation

Provide consultation and at the discretion of the MSOP Deputy and/or Executive Director, serve as MSOP liaison with DCT staff at other state agencies, the legislature, the legal community, and the general public to promote an understanding of MSOP services and mission

Influence and shape the strategic and tactical direction of MSOP to support the overall ability to achieve short and long-term objectives within MSOPs mission, vision, and objectives

Support and demonstrate the MSOP principles of personal accountability, respect for others and community responsibility through their position responsibilities and professional relationships with clients, MSOP and DCT employees as well as community colleagues.

High School Diploma or GED AND

Three (3) years of managerial or advanced supervisory experience which must include:

Leading the daily operations of a secured facility
- Having fiscal management responsibilities (Budget oversight or review of annual spending plans and disbursements ect.)

Experience in tactical response, facility secure environment protocols, & security staffing deployment
-
Experience with creating and modifying staffing plans and/or oversight for all aspects of operational staffing
-
Involvement in the development and execution of facility programs and operational policies and procedures.

Bachelor’s degree in Business, Operations, Management or a related field
-
Experience in supervising or managing adult offenders/ sex offenders in a 24/7 treatment or correctional setting

Working understanding of the Civil Commitment process
-
Experience working as a liaison with staff at other state agencies, the legislature, the legal community, and the general public to promote an understanding of MSOP services and mission
