General Summary

Under the supervision of the Coordinator & Office Manager, provides a variety of customer service tasks as well as a broad range of administrative functions to professional and management staff for the Building Codes, Planning, and Courthouse Facilities Departments. Services the public, processes documents and records, collects money for payments of various types, and provides general information regarding Building Codes, Planning, and the Courthouse Facilities Departments.

Essential Functions

1. Provides information by telephone or in person for multiple divisions including customers applying for construction permits, interested applicants in the housing rehabilitation program, potential bidders for county facilities projects, questions related to Perkins Park and the Big Bay Harbor, and the county forest. Explains and clarifies department policies, processes, and procedures.

2. Creates forms and spreadsheets requiring knowledge of department procedures and computer programs for multiple divisions/departments. Collects information for technical reports and manuals and prepares and maintains such documents.

3. Responsible for collecting/receiving payments for multiple divisions/departments. May prepare and calculate transmittals, follow up with any discrepancies and submit refund requests. Disburses petty cash funds and may prepare petty cash reimbursements to accounting as directed.

4. Receives housing rehabilitation applications. Prepares project folders. Submits required information to homeowners.

5. Prepares and collates plans, attends meetings, takes minutes, coordinates agendas, prepares bid tabs for County Forest Timber Sales and Reforestation projects, and assembles meeting packets for Planning Commission, Forestry Commission, and Building Code Board of Appeals. Responsible for obtaining signatures and disseminating follow up after meetings.

6. Explains permit process to applicants, receives and reviews building, electrical, plumbing and mechanical, and soil erosion permits for accuracy and completeness and collects appropriate fees.

7. Responsible for issuing permits which may include retrieving copies of zoning approval and well/septic approval, requesting deeds, determine if property is in flood or airport zone, assigning Airport Zoning permit numbers as needed, request State Fire Marshall approval, obtain 309 forms for HUD inspected mobile homes, determine if soil erosion permits are needed, utilize Google Maps to locate properties, determine vicinity of lakes/streams, provide directions, and confirm and enter contractor licensing information as directed by the Building Inspector.

8. Prepare and issue Temporary Occupancy Certificates and Certificates of Occupancy.

9. Schedules inspections for customers, this includes populating daily schedules for inspectors by gathering information to best determine inspection type, considering requests for specific day/timeframe, and considering travel time. Maintains time off schedules for multiple inspectors.

10. Knowledgeable of the construction code software and creates new forms and documents to be used by all members of the department. Creates reports for requests for information from the public as well as creates new reports for the department and municipalities. This includes extracting and summarizing information from several sources.

11. Maintains various Courthouse Room schedules.

12. Provides photocopier troubleshooting and liaison for service calls.

13. May be required to work with confused, contentious, or adversarial customers.

14. Attention to detail and accuracy are imperative, ability to handle frequent interruptions.

15. Other duties as assigned.

Employment Qualification

Education: High school graduation or equivalent with advanced coursework in word processing, writing skills, and related areas.

Experience: One year of experience involving some accounting, word processing, and spreadsheet programs. BS&A software experience preferred. Some experience with reading building plans is preferred.

Physical Requirements:

· Ability to access departmental files.

· Ability to lift and carry files, index books, and record books weighing up to 40 lbs.

· Ability to enter and access information from a computer.

· Ability to stand for prolonged periods to assists customers at counter.

· Ability to sit for prolonged periods to enter data into computer.

· Ability to climb ladders and step stools to place and retrieve files and books.
