Program Supervisor I: $40.09/hr - $48.73/hr
Program Supervisor II: $44.10/hr - $53.60/hr

Tuolumne County Behavioral Health (TCBH) is seeking a dynamic and experienced Program Supervisor to provide leadership, clinical oversight, and operational support for our Substance Use Disorder (SUD) programs. This position is ideal for a motivated professional who thrives in a collaborative environment and is passionate about delivering high-quality behavioral health services.

The Program Supervisor's primary responsibility is to provide supervision, leadership, and direction to SUD staff and programming, ensuring quality service delivery, regulatory compliance, and a culture of continuous improvement. This is a dynamic leadership role that extends beyond day-to-day program supervision and includes participation in department-wide initiatives and operational oversight.

In addition to supervising SUD services, the Program Supervisor will participate in the Utilization Review Committee (URC) and provide oversight and monitoring of contracted service providers to ensure compliance with contractual obligations, clinical standards, and applicable regulations. The successful candidate must be adaptable, collaborative, and able to balance multiple priorities while supporting the evolving needs of the SUD team and department.

Under general direction, manages an assigned Behavioral Health program; coordinates program development, implementation, and administration; supervises the work of assigned clinical/direct service provider staff; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Under the general direction from the Behavioral Health Director or Designee manage the clinical integrity of the assigned program and provide clinical and program supervision to clinicians, behavioral health workers, and peer specialist staff. Work in a variety of settings, including outpatient and field-based locations (clients’ homes, schools, etc.) and in the office. Exercises direct and general supervision of professional, technical, and administrative staff.

CLASS CHARACTERISTICS
This is a supervisory classification functioning as a treatment program supervisor within the Department of Behavioral Health, with responsibility for a major Behavioral Health program area such as Youth Services, Adult Services, Substance Use Disorder Services, or other clinical programs. Incumbents supervise and coordinate direct service delivery. This class is distinguished from the Agency Manager and Deputy Director by the complexity of multiple programmatic and budgetary responsibilities of the latter. It is further distinguished from Behavioral Health Program Clinician class series by the clinical administrative supervisory and/or clinical coordination responsibilities
The Program Supervisor I is the entry level position in the Program Supervisor series. Initially under close supervision, incumbents gain supervisory skills necessary to perform the duties associated with the position and the responsibilities as a member of the Management Team. This class has a promotional opportunity to a Program Supervisor II. Incumbents may advance to the Program Supervisor II after gaining supervisory experience and licensure/certification necessary to be eligible based on PSII qualifications.
The Program Supervisor II meets the education and experience requirements of the program supervisor series. Employees are expected to perform the full range of duties required of the classification and are assigned the more difficult and complex duties, such as but not limited to; leading grant applications, developing new programs, implementing regulations, etc. Employees exercise considerable discretion in determining work priorities as well as methods of completing assignments.

Program Supervisor I:

Plans, organizes, assigns, supervises, coordinates, and reviews the work of assigned professional staff.
Act as designated clinical lead, overseeing clinical efficiency and fidelity to the evidence-based practice (EBP) model.
Facilitates, monitors, and supervises daily program operations.
Provide case assignment and track client progress.
Provide weekly program supervision for assigned employees.
Guide staff and interns in the development of their work plans, assigned duties, responsibilities, and scope of authority; consult with staff on problems relative to clients.
Ensure client documentation is accurate and submitted within the established timeframe; this will include coaching staff on how to document notes, perform assessments and complete documentation correctly.
Develop and implement clinical trainings and support for EBP practices at their site.
Partner with Quality Improvement to ensure that client outcomes are completed as required (e.g., LOCUS, ASAM, etc.).
Monitor and measure client progress against treatment plans and stated goals as it applies to mental health documentation.
Ensures program compliance with all federal and state laws, and local rules and regulations, and adherence to quality assurance standards
Work closely with Quality Assurance to support documentation compliance.
Monitor the flow of cases on supervisees’ caseloads to ensure a balanced approach to intakes and discharges.
Form a highly effective clinical team to accomplish the program’s short and long-term goals.
Develop higher levels of expertise in staff members by encouraging further education, participate in seminars and providing learning opportunities within the program.
Attend and participate in, lead and/or facilitate routinely scheduled meetings as requested or required for the program, division, or Agency.
Interface with related community agencies, attend relevant county meetings as scheduled and/or needed.
Supervises special projects and programs as assigned.
Attends or conducts a variety of meetings and trainings and participates in work groups, task forces, etc.
Responds to inquiries from a variety of sources regarding programs and services.
Performs related work as required, including copying and filing documents, entering computer data, scheduling appointments, etc.
Provides for staff training and professional development as directed.

Program Supervisor II:
In addition to the above duties of a Program Supervisor I, the Program Supervisor II will demonstrate the following:

Plans, organizes, assigns, supervises, coordinates, and reviews the work of assigned interdisciplinary teams.
Recommends and implements program policies, procedures, and work standards.
Evaluates program and service delivery effectiveness; implements changes as assigned.
Collaborates with management team, subordinate staff, county departments, and community organizations, to design, plan, develop, implement and evaluate assigned Behavioral Health programs.
Participates in and supervises behavioral health clinical assessments, counseling, treatment planning, case management, rehabilitation, and related services.
Reviews documentation and reports prepared by subordinates for completeness, accuracy, and compliance with requirements.
Works with Quality Assurance to report and document training compliance by staff.
Prepares grant proposals and implements approved grants, monitors compliance with grant criteria, and participates in reporting of data required by grants.
Assists in the preparation of program budget.

Minimum Qualifications

Knowledge of:

Principles, practices, approaches, methods, and techniques of providing Behavioral Health services within assigned program.
Social, political and economic factors influencing behavioral health service delivery.
Principles, practices, methods and techniques of clinically assessing, diagnosing and treating behavioral health disorders and substance abuse issues.
Federal, state, and local laws, regulations, rules, and requirements pertaining to behavioral health programs and documentation requirements.
Principles and techniques of program coordination, including program planning and development, implementation, and evaluation.
Principles and practices of personnel supervision, including training and performance review.
Available public and private community resources.
Quality Assurance/Improvement standards and auditing procedures, and Risk Management requirements.
Managed Care standards and requirements.
County, State and Federal regulations, Medicare and Medi-Cal requirements applicable to mental health and substance abuse documentation requirements.
Psychiatric terminology and medications.
Modern office practices, methods, and computer equipment and applications related to the work.
English usage, grammar, spelling, vocabulary, and punctuation.
Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.

Ability to:

Plan, organize, assign, supervise and review the work of assigned staff and multidisciplinary teams.
Plan, develop, implement, coordinate and evaluate behavioral health programs in the assigned area of specialty.
Train, interpret, explain and apply behavioral health laws, regulations, policies, procedures and requirements related to any area of behavioral health.
Analyze complex behavioral health problems, evaluate alternatives and make effective recommendations.
Analyze and evaluate the operations and services of behavioral health programs.
Effectively assess, diagnose, and recommend treatment of behavioral health disorders and substance abuse issues, and provide guidance to direct service staff in these areas
Supervise professional staff, evaluate performance and effectiveness in their job tasks.
Provide staff training on clinical issues, policy and procedures, and service delivery.
Represent the program to individuals, groups, and governing bodies, and make effective verbal and written presentations.
Prepare clear and complete documents, records, and reports.
Establish and maintain effective working relationships with those contacted in the course of work.
Work with clients from various cultural, physical, behavioral, and environmental settings, including those who may be hostile or volatile.
Audit medical records for compliance with Federal, State, and County standards; Medicare/Medi-Cal requirements of Managed Care and Children's System of Care.
Operate modern office equipment including computer equipment and specialized software applications programs including electronic health records.
Use English effectively to communicate in person, over the telephone, video, and in writing.
Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines including within crisis situations.
Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Program Supervisors I:

Education: A Master’s degree from an accredited college or university in psychology, counseling, psychiatric social work, nursing, certified by Substance Use Disorder (SUD) Board, or other related behavioral science, and
Experience: At least two (2) years of experience as an associate, waivered, or licensed clinician in a relevant behavioral health field and/or alcohol/drug program.

Program Supervisor II:

Education requirements: A Master’s degree from an accredited college or university in psychology, counseling, psychiatric social work, nursing, substance abuse counseling or addiction counseling, or a related behavioral science, and
Experience: Two (2) years of experience as a licensed clinician, registered nurse, or certified substance abuse counselor in a relevant behavioral health and/or alcohol/drug program, AND,
two (2) years of supervisory experience in a behavioral health, healthcare field, or related field.

Licenses and Certificates:

Licenses and Certifications: Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.

Program Supervisor I:

Completion of 3,000 hours of supervised experience and is license eligible in California with a BBS approved number in one of these areas: Associate of Social Work (ASW), Associate Marriage Family Therapist (AMFT), Associate Professional Clinical Counselor (APCC); or Registered Nurse; or licensed-eligible Clinical or Counseling Psychologist; or certified Substance Abuse Counselor; or any other license approved by the State of California to practice counseling or psychotherapy, nursing, or substance abuse counseling.

Program Supervisor II:

Possession of one of the following valid California licenses: Licensed Clinical Social Worker (LCSW), Marriage Family Therapist (MFT), Licensed Professional Clinical Counselor (LPCC), Registered Nurse, Licensed Psychologist, Certified Substance Abuse Counselor, or any other license in the behavioral health field approved by the State of California.

COMMITMENT TO EMPLOYEE DEVELOPMENT

PAY AND/OR SHIFT DIFFERENTIAL

A Road Worker shall receive a twenty-five ($0.25) cent per hour pay differential for each hour assigned to perform as a heavy equipment operator, when that assignment exceeds five (5) hours in any given standard tour of duty.* Employees who work four (4) hours or more in a shift beginning between 8:00 pm and 4:00 am receive a shift differential of $8.00 per shift. *Upon successful completion of 160-hour training program.
Social Workers, Social Service Supervisor I/II, Program Managers, and Deputy Directors receive a five (5%) percent salary differential.
HCU employees who work between 6:00 pm and 7:00 am receive a shift differential of $3.00 per hour. The shift must start at 2:00 pm or later and applies to hours actually worked between 6:00 pm and 7:00 am.
An IT Technician required to return to work or return to work on a day not regularly scheduled and work four (4) hours or more in a shift receive shift differential at the following rates:
- 3:00 pm to 11:00 pm shift - $6.50 per shift
- 11:00 pm to 7:00 am shift - $9.00 per shift
OE3 employees who work four (4) hours or more in a shift receive shift differential at the following rates:3:00 pm to 11:00 pm shift - $6.50 per shift
- 11:00 pm to 7:00 am shift - $9.00 per shift

ON-CALL PAY

Assigned personnel shall receive on-call pay of six dollars and fifteen cents ($6.15) per hour for each hour served on on-call duty. Assigned personnel become ineligible for on-call pay once activated to call back status.

Assigned Animal Control Officers receive on-call pay of two dollars and seventy-five cents ($2.75) per hour from the time they are released from active duty but not before the regular conclusion of shift, until they are back on active duty or the Animal Control workday starts. For each call back, the Animal Control Officers receive overtime pay from the time they leave their home until the time they return to their home or commence their workday.

CALL BACK PAY

Call-back compensation shall be paid for one and one-half (1½) hours at straight-time rates for each call-back occurrence and is in lieu of any travel time and expense to and from home and the first or last work contact point.

UNIFORM ALLOWANCE

Animal Control Officers receive an annual uniform allowance of five hundred dollars ($500.00). Fifty percent (50%) of the allowance is payable during the period of July through December and fifty percent (50%) is payable January through June of each fiscal year.

Fire Prevention Inspectors receive an annual uniform allowance of seven hundred dollars ($700.00). Fifty percent (50%) of the allowance is payable during the period of July through December and fifty percent (50%) is payable January through June of each fiscal year.

An annual uniform allowance of one hundred fifty dollars ($150) each fiscal year paid twice a year in January and July will be provided for the purchase of boots, coats, shirts, hats, uniforms, gloves, gators (snake proof), overalls or coveralls. Items of clothing will reflect the County logo or wording identifying the employee as a County employee. This section applies only to the following classifications: Appraiser, Building Inspector, Environmental Health Specialist, Planner, Solid Waste Technician, Solid Waste Specialist, Junior/Assistant/Associate Engineers, Engineering Technicians, Land Surveyors, Code Compliance Investigators and Agriculture & Air Pollution Inspector.

A uniform allowance of four hundred dollars ($400) per fiscal year paid twice a year July and January each fiscal year will be provided for the purchase of prescription safety glasses, safety boots, a safety coat, shirts with a County seal replica, trousers, hats and gloves.

Employees in the Road Operations Division, Skilled Trades and Maintenance Division who require corrective lenses for the normal execution of their job duties receive reimbursement towards safety glasses every two years.
