Position Summary & Responsibilities
Position Summary:
The incumbent is responsible for supporting the grant writing and reporting for the Medicare grant programs, and management of applicable policies and resources. Current grants in this program include Senior Health Insurance Counseling for Kansas (SHICK), Senior Medicare Patrol (SMP) and the Medicare Improvements for Patients and Providers Act (MIPPA). The incumbent will also work with Program Directors (SHICK, MIPPA, and SMP) to update agreements upon Notice of Grant Award (NOGA) and process documents for quarterly invoicing. This position will provide daily support and assistance in training development, serve as backup for training and events, conduct SHICK Counseling during peak times of Medicare Open Enrollment, and respond to Medicare-related inquiries from customers. Incumbent works closely with Director of Medicare Programs to manage accomplishment of Medicare Program Team goals and objectives.
Job Responsibilities may include but are not limited to the following:
The Medicare Grants Manager is responsible for managing the program functions including grant writing and reporting of three Medicare-related grants: Senior Health Insurance Counseling for Kansas (SHICK), Senior Medicare Patrol (SMP) and Medicare Improvements for Patients and Providers Act (MIPPA) to include the following duties:

Comply with all federal/state guidelines during grant preparation and reporting
-
Work with the Director of Medicare Programs to prepare, write, and submit grant applications, amendments, quarterly progress reports, annual grant-related reports, and financial reports by imposed deadlines into Grant Solutions with the assistance of the Director of Medicare

Update annual grant agreements
-
Disseminate grant-related information, upon request, to the Administration on Community Living (ACL), the Centers for Medicare and Medicaid Services (CMS), or other appropriate state and federal entities

Communicate with Medicare Grants team to obtain information on trainings and events and retrieve related data from system of record

Manage entry and maintenance of contact data in federal systems of record

Develop data collection, audit and analysis processes of grant performance, work plans, and budgets
-
Work with the Director of Medicare Programs to design and manage budgets for multiple grants and fiscal years, to include requesting budget changes, submitting transfers, approving transactions, requesting payments, analyzing financial information to ensure all operations are within budget, forecasting future budget needs, and suggesting spending improvements that increase performance, etc.

Coordinate, evaluate, and report program data to Director of Medicare Programs.

Oversee submission of stakeholder reports to ensure contract compliance and timely payment allocation

Encourage and promote statewide the recruitment and training of volunteers for Medicare related grants.

Monitor and track budgets for all three grants which includes approving/denying all invoices, payments requests, etc.

Actively participate in the KDADS Kansas State Plan on Aging planning and performance

Manage development of website content for all three grants, including general education, and volunteer recruitment, training

Attend Medicare stakeholder meetings with the assistance of the Medicare Programs team

Participate in the monthly Administration on Community Living (ACL), Centers for Medicare & Medicaid Services (CMS), and National Council on Aging (NCOA) calls
-
Manage SHICK call center vendor processes and evaluation through coordination with Medicare Team
Work with KDADS Medicare Programs Team to complete the following duties:

SHICK Counseling during peak times of annual Medicare Part D Open Enrollment
-
Provide technical assistance to volunteers and coordinators
-
Manage backup coverage to answer and respond to calls from the SHICK hotline
-
Act as backup to provide training to volunteers and partners
-
Act as backup to provide education on topics related to SMP, SHICK, and MIPPA
Complete special projects and perform other duties when assigned. Provide assistance to the agency during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assist other employees in the work unit in accomplishing assignments, as assigned, during staffing shortages.
Qualifications
Minimum Requirements:
-
Two years of experience in providing direction necessary to implement the objectives of an agency, program or organizational unit.

Ability to communicate well with diverse populations
-
Experience with data collection, analysis, and reporting, including the creation and utilization of spreadsheets
-
Intermittent travel required
-
Unrestricted Driver’s license
-
Excellent time management skills
-
Customer service experience
-
Ability to navigate multiple systems including but not limited to Microsoft Office
Preferred:
-
Knowledge of Medicare programs
-
Demonstrated experience in grant writing and reporting, including the ability to write, review, and interpret technical and/or federal/state statutes and regulations.

Experience in providing information through oral presentations or written communication, including the use of PowerPoint and Word to develop training materials.
-
Experience in providing trainings, public education programs, and conducting question-and-answer sessions.
