Rogue Workforce Partnership (RWP) is a non-profit organization that focuses efforts and investments in the talent needs of employers and in providing equitable access to workforce services and training programs for youth and adults throughout the Rogue Valley, including Jackson and Josephine Counties.
The Youth Program Coordinator is responsible for delivering WIOA Youth and other grant-funded workforce services to young people aged 16-24. The coordinator will deliver career coaching, case management, job readiness training, and work-based learning opportunities to help youth successfully transition into employment or post-secondary education.
The Youth Program Coordinator will work closely with youth participants, community partners, employers, and educators to ensure youth have access to the necessary resources to achieve their career goals.
Service Delivery & Case Management a. Provide individualized career coaching to youth participants, helping them assess career interests, set goals, and explore employment and education opportunities.
b. Assess youth interests, skills, and career goals to develop Individual Service Strategies (ISS) and action plans.
c. Support youth in developing workforce readiness skills, including resume writing, interview preparation, job search strategies, and soft skills development.
d. Assist youth in identifying and accessing training opportunities, including apprenticeships, internships, and work-based learning experiences, to gain hands-on experience.
e. Coordinate and facilitate job placement efforts, ensuring that youth are prepared for and supported in entering the workforce.
f. Deliver workforce readiness workshops on job search strategies, resume writing, interview preparation, financial literacy, and workplace professionalism.
g. Support youth in navigating employment and training systems, including community college programs, short-term certifications, and on-the-job training opportunities.
h. Connect youth with supportive services such as transportation, childcare, housing assistance, and mental health resources to reduce barriers to participation.
i. Engage youth in paid work experiences, internships, and job placements, coordinating with employers and training providers.
j. Monitor participant progress and maintain detailed case notes to track career milestones, certifications, and employment outcomes.
k. Provide case management services to youth participants, tracking their progress toward educational and employment goals, and providing necessary support services (e.g., transportation, childcare).
l. Guide youth through program enrollment processes, ensuring eligibility and accurate data entry into systems such as I-Trac and other MIS systems.
m. Monitor youth participation and provide ongoing follow-up to ensure engagement and successful program completion.
a. Enroll and track youth participants in WIOA Youth and other grant-funded workforce programs, ensuring eligibility verification and compliance with federal regulations.
b. Monitor key performance metrics related to enrollment, job placements, credential attainment, and work experience completion.
c. Ensure accurate data entry and documentation in workforce tracking systems (I-Trac, Smartsheet, dashboards, etc.).
d. Assist in the development of youth program materials, training content, and participant resources to enhance engagement and service delivery.
e. Assist in program reporting, audits, and grant documentation to maintain compliance with funding requirements.
f. Support continuous improvement efforts by identifying challenges and recommending program enhancements.
Employer Engagement & Work-Based Learning a. Develop and maintain partnerships with local employers to create work-based learning opportunities, internships, and job placements for youth participants.
b. Coordinate with industry partners to ensure that training and career opportunities align with regional workforce needs.
c. Work with employers to provide mentoring, job shadowing, and career exploration opportunities for youth participants.
d. Organize and facilitate employer panels, career fairs, and job-readiness workshops to connect youth to career opportunities.
a. Promote workforce programs for youth, parents, schools, and community organizations to increase participation.
b. Conduct community presentations and outreach activities to engage disconnected and underserved youth populations.
c. Support recruitment efforts for youth interested in workforce training, apprenticeships, and career pathway programs.
d. Engage with youth advisory groups and leadership programs to elevate youth voices in workforce development initiatives.
a. Maintain and track pre-paid payment card inventory b. Reconcile client payments with client records, tracking system and accounting.
c. Reconcile obligations tracking system.
d. Coordinate with accounting to maintain efficient and accurate accounts payable.
a. Three to five years of professional work experience includes responsibility of coordinating projects, programs, or related duties.
b. Experience working directly with at-risk youth, disconnected youth, or youth experiencing barriers to employment.
c. Experience in case management, career coaching, and working with youth to achieve employment and education goals.
d. Knowledge of WIOA Youth Program requirements, including eligibility, compliance, and reporting standards.
e. Experience with data entry, performance tracking, and reporting.
f. Ability to build relationships with employers and community partners to facilitate work-based learning and career opportunities for youth.
g. Any equivalent combination of experience and training/education which provides the knowledge, skills, and abilities to perform the essential functions of the job.
h. Demonstrated data entry and data analysis experience.
a. Program coordination methods, tools, and systems.
b. Data collection and analysis for managing performance and generating business reports and metrics.
c. Knowledge of public employment and training programs, and related community resources d. Private-sector business practices
e. Business communications tools, methods, and practices f. Excellent written and oral communication skills
g. Computer Skills - Microsoft Office Suite and others h. Proficiency in using technology such as online meeting platforms and Microsoft Office programs, with the ability to troubleshoot basic technical issues on a personal computer
i. Apply critical thinking, problem-solving/solution-building and system thinking skills in all aspects of leadership responsibilities.
j. Work effectively as a team member and apply emotional intelligence competencies.
k. Establish, cultivate, and maintain excellent relationships with other workforce partners.
l. Convene and facilitate work teams consisting of leaders from business, education, and/or workforce organizations.
m. Self-directed with ability to create innovative solutions that identify, aggregate, anticipate and satisfy customer workforce and talent development needs.
Work is generally performed in an office environment. Some travel and fieldwork required. Responsibilities may require work outside of traditional work hours.
The Program Coordinator must be able to perform the essential functions of the classification with or without reasonable accommodation.
This position requires the ability to travel, both within and outside of the service area. Must have a valid Oregon driver's license and an acceptable driving record.
Commensurate with experience, skills, and performance. $55k - $65K annual salary.

The Rogue Workforce Partnership serves Jackson and Josephine Counties as a region. The position will be in-person office work in Grants Pass serving Josephine County. Will travel within the region as needed.
