Position Summary

This position is funded by a grant for a duration of time as defined by the grantor.

As a project manager, strategic adviser, and assistant to the health director, the position will be critical to creating operational excellence and supporting transformative initiatives to improve health outcomes in Shelby County.

Pay Grade: 53

Salary Commensurate with Experience and Education

Minimum Qualifications

Three (3) years of increasingly responsible supervisory or professional administrative experience; AND

Bachelor’s degree from an accredited college or university in public health, business administration, business management, or a closely related field; OR

An equivalent combination of related education and/or experience.

PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities

Research and analysis of information for administrative projects for the Director and Chief of Staff, often preparing first-draft reports on administrative matters and presentations for the County Commission or the Mayor.

Assists and leads coordination and follow-up of employee and public relations activities within the Director's Office by engaging with elected officials, senior government, businesses, and community-based organizations.

Presents data and reports to stakeholders through written, electronic, and verbal presentations. Participates in the preparation of federal grant reports and applications.

Reviews and processes prioritized communications, travel authorizations, letters of support, presentations, and SCHD grantor/contract applications.

Receives and processes requests for information related to public health projects, initiatives, and agendas, refers requests to the appropriate department or section, and establishes a follow-up mechanism to ensure the department is appropriately represented.

Sets deadlines, assigns responsibilities, and monitors and summarizes progress on the projects and programs.

Prepares reports on the status of projects and programs. Oversees the development and implementation of the program’s activities in accordance with programmatic guidelines.

Performs personnel management activities, including but not limited to hiring, training, evaluating, and coaching staff, including the Executive Secretary, Front Desk Receptionist, and Call Center Receptionist. Advises staff on administrative and personnel policies and procedures.

Assists in preparing and establishing the section's goals, performance appraisals, and sustainability plans, including grant proposals and grant applications. Builds and maintains relationships with community partners by attending county coalitions, health councils, and community partnership meetings.

Performs other related duties as required or directed.

KSAs

Knowledge of public health programs, project management, supervision, and public administration.

Strong organizational, critical thinking, and decision-making skills.

Excellent written and verbal communication skills, including the ability to prepare reports, present information, and respond to sensitive inquiries.

Excellent organizational, time management, and multitasking abilities with a focus on meeting deadlines.

Knowledge of medical terminology, public health policies, budget monitoring, and technical report preparation.

Ability to analyze and resolve complex issues, interpret policies, maintain confidentiality, and work independently.

Ability to work effectively in a fast-paced, diverse environment with minimal supervision and attention to detail.

Proficient in MS Office (Word, Excel, and PowerPoint), Canva, and other County software applications.

Special Requirements

Must possess a valid Tennessee driver's license or secure one by the date of employment.

Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment.

Work will require travel throughout the County and occasionally out of state for training and conferences.

Must be willing to carry and utilize a County-issued cellular phone.

May be required to work extended hours, weekends, and be available for emergency or on-call assignments.

The residency requirement shall not apply to certain public safety/civil service employees. This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department. The residency exemption for public safety/civil service employees does not include appointed positions with the Sheriff’s Office, Division of Corrections, or the Fire Department.
