Starting Hourly Pay Range: $28.74/hour - $38.85hour
- This position offers a Trainee Status at an hourly pay rate of $27.55; candidate must meet the minimum qualifications within one (1) year of hire date.
37.5-hour work week
- Please note, this position is eligible for an Alternative, Flexible or In-State Remote-Hybri d schedule upon completion of an in-office training period. This position is not fully remote.

The State of New Hampshire, Employment Security, Employment Service Bureau - Operations, has a full-time vacancy for Local Office Manager in Laconia.
SUMMARY : Directs and oversees Local Office operations of the Employment Service, the Resource Center, and the Unemployment Compensation Program for New Hampshire Employment Security
MINIMUM QUALIFICATIONS:
Education/Experience : Equivalent combination of 7 years of education and experience after completion of high school. Education and experience must be in the field of personnel, human services, business management, or public administration.
License/Certification : Valid driver’s license and/or access to transportation for statewide travel.

Trainee Option : Candidates with an equivalent combination of 6+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.
PREFERRED QUALIFICATIONS:
At least one (1) year of supervisory experience assigning employee’s work and having the authority to hire and/or fire.
Comprehensive knowledge of employment service program functions, procedures, and policies, as well as the objectives and requirements of federal and state manpower initiatives. Familiarity with New Hampshire unemployment compensation laws, organized labor practices, community organization methods, and relevant legislation including social security, workers’ compensation, and wage‑and‑hour laws, understanding local and state economic, industrial, labor, business, and agricultural conditions. Adept at analyzing community workforce needs, developing service strategies, and leading a professional and clerical team. Effective communication, sound organizational leadership, and the ability to build productive relationships with staff, partner agencies, and the community.
AFTER-HIRE REQUIREMENTS:
- Employees must attend training classes provided by the Department of Administrative Services, Division of Personnel, Bureau of Education, and Training in the following: Personnel Rules Review, Personnel Appeal Board, and Performance Evaluation and Appraisal, within the first year of employment
- The Manager position may require supervision of and travel to more than one other office.

RESPONSIBILITIES :
Directs the activities of the Employment Service programs, including but not limited to interviewing, counseling, testing, and screening individuals resulting in the placement of individuals in employment; and overseeing the Employer Services Program to identify and meet the needs of employers and community organizations.
Supervises and evaluates Local Office personnel and their activities to ensure quality of services provided to customers to include performance evaluations, assessment of training needs for job enhancement and advancement, merit increases, approval of leave time, counseling sessions, and disciplinary actions. Provides functional supervision to field agents, Appeals chairmen, and certifying officers in the local office to insure adherence to agency rules and regulations. May supervise multiple local offices.
Provides functional supervision to Department of Education Vocational Rehabilitation and Workforce Innovation and Opportunity Act/Community Action Program staff assigned to the local office to ensure quality of service to the customer.
Directs the activities of the Resource Center to provide information and resources available to meet the needs of job seekers, claimants, employers, and government officials.
Directs the activities of the Worker Profiling and Reemployment Services Program and the Reemployment Services and Eligibility Assessment Program of the Unemployment Compensation Program to identify those claimants that are likely to exhaust their benefits and need reemployment services early, link those claimants with the appropriate reemployment services, and assist those claimants in reentering the workforce expeditiously and for a better job.
Directs the activities of the Veterans Program, Trade Act Program, Return to Work Program and Pathway to Work Program to meet the program requirements and to link those individuals with the appropriate employment, reemployment, and training services.
Directs the activities of the Unemployment Compensation Program local office staff, including but not limited to conducting fact finding, writing, and issuing determinations, responding to claimants and employers’ inquiries about unemployment compensation either in person, by telephone or email.
Develops and institutes procedures to carry out agency policy at the local office level, to include prioritizing job assignments based on workload to maximize efficient, cost-effective operation of the local office.
Meets with and responds to inquiries from employers, civic organizations, government officials, the public, and the media to enhance, promote, and coordinate agency programs, policies, rules, and regulations for NH Employment Security. Conducts staff meetings to inform staff of changes in law, programs, and policy to maintain agency and federal program objectives.
Contracts with agencies for auxiliary personnel under such programs as National Able, Veteran's Administration Vet Aide, and AWEP, supervises and evaluates their work, to ensure quality service to customers. Determines, assigns, and/or recommends access to computer systems and office facilities, monitors security of the local office and its contents, including the computer systems, and coordinates the maintenance of the equipment and facility to ensure staff safety and the security of agency data.
