Full Job Description

Employment Type: Contract to Hire - W2

Duration: Minimum 1 year; this contract may be extended based on business needs, with potential opportunities for conversion to a full-time position

Work Schedule: 8:00 AM - 5:00 PM Arizona time

Work Model: Onsite training for initial 3 - 4 weeks. After that, 4 days remote and 1 day onsite every week.

Position Summary:

The Procurement Analyst ensures that products and services are procured in the best interest of the state. This position is responsible for obtaining information technology-related goods and services required by the agency.

Job Responsibilities:

Evaluate IT vendors and contracts, including Requests for Quotes, Requests for Proposals, and Requests for Information.
Work on project-based assignments involving research, negotiation, service evaluation, and recommendation development based on research findings.
Provide recommendations for supplier selections based on research.
Support business areas in the evaluation of goods or services and provide support in negotiations.
Perform agency-wide financial and procurement functions related to IT products and services under general supervision.
Procure new and existing IT products and services by applying broad theoretical job knowledge obtained through advanced education, knowledge of IT products and services, statewide procurement rules and regulations, and financial principles.
Support procurements related to software, Software as a Service, hardware, including desktop and data center, cloud infrastructure, telecommunications, IT implementation, advisory and managed services, and new and emerging technologies.
Work independently with general supervision.
Handle procurements that are difficult but not typically complex in nature.
Influence others within the job area through explanation of facts, policies, and practices.

Skills Required:

IT Asset Management.
Google Workstation.

Skills Preferred:

IT Asset Lifecycle and Licensing Expertise, deep functional knowledge of SaaS, PaaS, RaaS, and IaaS licensing models, including the difference between per-user, per-core, and consumption-based entitlements to prevent overspending and audit risks; proficiency in the ISO-9902 Cloud Procurement Framework.
Strategic Negotiation, proven ability to negotiate high-value contracts, including Service Level Agreements, data sovereignty clauses, and renewal caps.
Technical Project Management, ability to manage a procurement pipeline as a project, including setting milestones, managing stakeholders across departments, and ensuring the procurement timeline aligns with the technical rollout.
Financial and Data Literacy, ability to conduct Total Cost of Ownership and Return on Investment analyses to justify multi-year technology investments to executive leadership.

Experience Required:

Minimum 3 years of experience in IT software procurement.
Procurement experience must be displayed on the resume.
Software licensing experience.

Experience Preferred:

Complex RFP/RFQ Development, experience drafting and scoring complex solicitations for enterprise-level IT services, ensuring that the Statement of Work is technically sound and legally enforceable.
Experience in presenting reports on data.
Excel experience.
Invoice experience.

Education Required:

High School Diploma. A college degree is a plus.

Pay: $28.00 - $34.00 per hour
