Essential Duties and Responsibilities
Recruitment
· Review information received from different divisions in regards to open positions.
· Make sure all positions being requested are in an approved budget.
· Request from the Human Resources Manager a job description for any new positions.
· Create a job description for the needed position.
· Post the open position through Paycom, Indeed, and any other approved platform.
· Setup the hiring supervisor with access to the received resumes to the appropriate positions.
· Review all resumes received for TCC/TCCF positions for matching criteria. All resumes for Pass-Thru positions are to be forwarded to the appropriate supervisor at the specified agency.
· Send resumes received outside of Paycom to the appropriate hiring supervisor.
· Contact selected applicants to schedule interviews
· Prepare documentation & interview questions for the interview.
· Attend scheduled interviews. Ensure that all questions asked by the interviewers are legal and appropriate questions.
· Once the hiring supervisor has made a decision on who to hire, begin the onboarding process. Applicants that were not hired are to be sent electronic notification.
Onboarding New/Rehired Employees
· Follow the onboarding process through Paycom
o Send an offer letter to the selected applicant
o Have the applicant complete the approval for a background check
§ Review background and driving record results
· Discuss with the Human Resources manager any reported findings
o If position requires:
§ Schedule applicants for a drug screening
§ Schedule applicants for a DOT Physical
o Send the applicant the appropriate onboarding checklist(s) to complete
o Ensure the applicant uploads correct I-9 documentation
o Transfer the applicant to an employee
o Benefits
§ If employee is eligible for benefits
· Make sure the correct benefit options are attached to the new hire’s setup
· Send the new hire information on how to review and make a decision on all eligible benefits
· Send the new hire the State of Maryland benefit election form to complete
· Verify the elected benefits on the form match the benefits elected in Paycom
o Once the new hire has completed the onboarding process, inform the appropriate supervisor and schedule a start date. Notify the new employee of the start date/time.
Onboarding – outside of Paycom
· Enter all employees in the State Portal
· After benefit elections have been completed, verify in Workday, the same elections were made as in Paycom. HR may need to enter benefit elections into Workday for the employee.
· Search sex offender websites for every selected applicant
· For all TCC/TCCF employees schedule to meet with the new hire on their 1st day to review policies and review any questions they may have. Take the employees photograph and send it to Technical Services.
Drug & Alcohol Program Manager (DAPM)
· Maintain appropriate required trainings: i.e.: Reasonable Suspicion, Collection, etc.
· Keep up to date with regulations from FTA & MTA
· Ensure all selected Designated Employer Representative (DER) have the required trainings
· Work with the DER(s) in completing the required tests
· Work with the TPA (White Glove Testing) in regards to program management, reporting, testing requirements, etc.
· DAPM is the lead during FTA & MTA Drug & Alcohol Program audits
· Keep all required testing documents organized in an electronic format
· Will perform collections for all types of drug & alcohol tests, including random, reasonable suspicion, accident, etc.
· Follow up with supervisors and employees if any required documentation has not been received.
Other Areas
· Assist with Benefit Open House to distribute updated benefit information to employees & to assist them in making changes or doing enrollment in to benefits
· Become and maintain certification as a Retirement Coordinator through MSRPS.
· Workers Compensation
o Ensure any report of injury has been reported to Chesapeake Employers Insurance (CEI).
o Distribute required injury paperwork to the injured employee, the injured employees supervisor, and any witnesses to the accident
o Report the injury to CEI either online or by phone.
§ Inform the injured employee of the case # from the report
o Follow up with the injured employee as to whether they went for medical treatment & whether they will be out of work for a period of time
o Work with CEI in providing documentation regarding the accident, medical updates, out of work and wage information
o Attend workers compensation hearings, as needed.
· Ensure all employee documents are scanned and filed in the employee’s electronic file
· Review all safety sensitive employees for valid driver license and up to date DOT physicals. Inform the Risk Manager of any needed.
· Attend training sessions/conferences as they relate to Human Resources.
· Maintains strict level of confidentiality with respect to HIPAA and PII, both personal & employment related.
· Back up to the Human Resources Manager, as needed.

Qualifications

Education and/or Experience
· Associate’s degree (AA) or equivalent from two-year college or technical school; or six months to one year related experience and/or training; or equivalent combination of education and experience.
