This professional position is responsible for the fiscal operations that allow the Programs under the oversight of the Lycoming-Clinton Joinder Board to share operational management. This position is within the Joinder’s Fiscal Unit and reports directly to the Joinder’s Fiscal Director. The Joinder Board provides oversight and management for Lycoming-Clinton Mental Health/Intellectual Disabilities Program, Lycoming Children and Youth Services, Lycoming-Clinton Early Intervention Services, Lycoming-Clinton HealthChoices and the Human Services Development Fund.
ESSENTIAL FUNCTIONS:
An individual must be able to successfully perform the essential functions of this position with or without a reasonable accommodation.
- Manage all Joinder-specific revenues and expenditures (e.g. utilities, rent, shared personnel costs, etc.) by creating regular reports for each Program Fiscal Officer.
- Coordinate the completion of the Joinder’s bi-weekly payroll functions including direct deposits, liabilities, taxes, W-2s, 1095-Cs and 1099s.
- Monitor all human relations changes in the Paycor system for payroll implications and to ensure quality payroll processing and data reporting.
- Manages Joinder operated bank accounts including the payroll account and the Joinder operations account.
- Coordinate and oversee the ongoing maintenance of the accounting software shared by all the Programs of the Joinder.
- Functions as the point person for the annual Joinder Single Audit process, prepares Joinder Trial Balance Reports, provides necessary documentation for the 990 filing, and various ad hoc reports as requested ensure conformity with all Single Audit requirements.
· Processes Electronic Transfers (EFTs) for all Joinder Accounts Payable and Payroll check runs.
- Calculate fixed asset depreciation and reconcile the fixed asset ledger to the general ledger quarterly.
- Responsible for the financial reconciliation of subsidiary ledgers to the General Ledger in Financial Edge.
- Manage and monitor the Joinder’s Due to/Due from accounts to ensure proper cross-charges between agencies.
- Prepare tax returns, personnel reports, and interagency budget reconciliation in conjunction with the Joinder Executive Director and the Joinder Human Resources Department.
- Prepare monthly invoices for Agencies who contract with the Joinder for IT (and other) services (e.g. West Branch D/A.)
- Prepare reports needed to comply with Federal and State fiscal accounting regulations.
- Coordinate the annual Time Study and Cross Charge methodology under the direction of the Joinder Executive Director, the Joinder Fiscal Director, and the MHIDEI Fiscal Officer.
- Develop and implement internal cost allocation and interagency cost settlement plans.
- Provide direction and technical assistance to professional and clerical staff in the Joinder Fiscal Unit.
- Complete Workman’s Compensation audit annually and establish estimates for the next year.
- Complete ad hoc reports as needed (e.g. Unemployment Compensation, Mileage, census, etc.)
- Responsible for Joinder Contracts, Leases, and Maintenance/Support Agreements in conjunction with the Joinder Executive Director and Administrative Assistant.
· Manage all Joinder grants (ie. PCorp) ensuring proper accounting of expenses and revenue postings and preparing associated financial reports.
- Perform other related job duties as required.
