Full Job Description

GENERAL DESCRIPTION:

This position requires the highest level of confidentiality, as the Payroll Specialist will handle sensitive employee and organizational information. The Payroll Specialist performs advanced-level payroll and accounting functions requiring knowledge of payroll administration, accounting principles, and governmental fund accounting. This position is responsible for the accurate preparation and processing of bi-weekly payroll, including the bi-weekly payroll cycle, administration and oversight of the accuracy and coordination of employee benefits, recording of payroll and related financial transactions, and reconciliation of general ledger accounts on an as needed basis. Work is performed under the general supervision of the Assistant Finance Director and Finance Director. The position requires a high degree of independence, discretion, and professional judgment, as well as the ability to learn job duties and manage responsibilities with minimal supervision.

ROLES/RESPONSIBILITIES:

This position performs a variety of functions to support the financial operations of the Finance Department while maintaining established internal controls:

· Administers, coordinates, and conducts comprehensive end-to-end payroll operations, ensuring the precise and timely execution of the bi-weekly payroll cycle.

· Detailed bi-weekly timesheet data review for hourly and salaried personnel.

· Calculation and reconciliation of complex compensation structures associated with bi-weekly payroll, including specialized labor contract provisions for law enforcement, comp time, leave/PTO accruals and usage, statutory taxation requirements, court-ordered garnishments, and an array of employee-specific deductions.

· Executes the secure transmission and verification of banking Positive Pay files for both prenote validations and bi-weekly payroll disbursements, ensuring timely delivery of employee compensation.

· Processes, reviews, and submits all monthly, quarterly, and annual forms to employees, the IRS, and other government entities as required by law; reconciles payments related to withholdings back to general ledger and ensures payroll deductions are proper in respect to taxing authorities.

· Maintain accurate employee payroll information to include: new hires, terminations, promotion/demotion, part time, tax withholdings, and payroll deductions.

· Creates daily, weekly, monthly, quarterly, and yearly reporting that is critical for management, auditors, and budgeting practices.

· Prepare, review, and timely file quarterly federal payroll tax returns (Form 941); reconcile payroll tax liabilities to general ledger and payroll records; research and resolve discrepancies; ensure compliance with federal payroll tax regulations; and support audits, amendments, and related payroll tax filings as needed.

· Ensures the precise, compliant, and deadline-driven preparation and submission of annual W-2 and 1095 reporting, safeguarding regulatory adherence, protecting organizational liability, and providing employees with essential, error-free tax and benefits documentation.

· Prepares and responds to claims related to unemployment and coordinates with departmental directors regarding termination causes and re-hire data.

· Maintains updated knowledge of local/state/federal laws and best practices for payroll, wages and hours, and tax liability.

· Oversees comp time accruals, distributions, tracking, and payouts for all city departments.

· Ability to understand and interpret Collective Bargaining Agreements (CBA) to ensure that bi-weekly payrolls are in strict adherence to the contractual obligations of the CBA.

· Prepare and analyze various reports related to payroll and benefits as requested to prepare the annual budget.

· Maintain employee and payroll records in strict accordance with the State, local, and City statues, regulations and internal procedures ensuring continuous compliance and audit readiness.

· Identifies and recommends updates to payroll accounting software, systems, and procedures.

· Ensures prompt and accurate payment of all payroll-related invoices for payment to third party vendors for all employee deductions and employer related payroll expenses; reconciles payroll deductions for employee and employer deductions to the city’s general ledger every pay period.

· Executes the secure upload and transmission of banking transactions to facilitate timely and accurate ACH disbursements

· Oversee the City’s retiree’s monthly benefits to include creating receivables, billing retiree, and ensure prompt payment of these invoices.

MINIMUM QUALIFICATIONS:

Knowledge, Abilities, & Skills:

· Extensive knowledge of the payroll function, employee benefits, compensation, and collective bargaining contracts.

· Knowledge related to Department of Labor Overtime Regulations.

· Understanding of income tax withholding and employer tax liability.

· Excellent time management, organizational, mathematical, analytical, and problem-solving skills.

· Ability to work independently with minimal oversight while consistently producing error-free, high-accuracy outcomes within assigned tasks.

· Demonstrated leadership skills with the ability to provide guidance and serve as a lead for assigned functions or projects.

· Proficient with Microsoft Office Suite, especially Excel.

· Proficient with Financial Accounting Software

Education and Experience:

· Bachelor’s degree in accounting, and

· 3-5 years of experience in payroll/accounting

(A comparable amount of training, education or experience can be substituted for the minimum qualifications).

Licenses, Certifications, or Registrations:

· American Payroll Association – Certified Payroll Professional (CPP) preferred
