DESCRIPTION
The Drop‑In Center Liaison / Peer Supports Supervisor is a dual‑role position responsible for (1) supervising the Peer Support Services Program and (2) providing administrative coordination to the Drop‑In Center. The position may be filled by an individual with lived experience as a current or former recipient of behavioral health services or by a candidate with at least two (2) years of experience supervising Certified Peer Support Specialists. The incumbent must demonstrate the ability to lead through role modeling, mentoring, and recovery‑oriented practice.
Peer Support Services Supervisor (Primary Function)

Provides administrative and programmatic supervision of the Peer Support Services Program in accordance with the Michigan Medicaid Provider Manual, Michigan Mental Health Code, Authority policies, and recovery‑oriented principles. Ensures fidelity to the peer support model, oversees staff performance, monitors documentation compliance, and supports integration of peer‑delivered services within the broader behavioral health system.
Drop‑In Center Liaison (Secondary Administrative Function)

Provides administrative coordination and organizational support to the Drop‑In Center to ensure a welcoming, inclusive, trauma‑informed, and recovery‑focused environment. Collaborates with the Drop‑In Center Director, Authority leadership, and community partners to support daily operations, implement program procedures, and promote opportunities for social connection, wellness, skill development, and community participation. This role does not provide clinical supervision of Drop‑In Center staff or oversight of Medicaid‑covered services.
Across both functions, the position promotes recovery‑oriented systems of care by fostering hope, empowerment, self‑advocacy, independence, and meaningful community participation.
Essential Duties and Responsibilities
A. Peer Support Services Supervision

Provides day‑to‑day supervision, coaching, mentoring, and performance evaluation of Peer Support Specialists in accordance with Authority policies and applicable labor agreements.

Ensures Peer Support Services are delivered with fidelity to the peer support model, person‑centered planning principles, and recovery‑oriented practices.

Reviews and monitors service documentation for accuracy, timeliness, completeness, and compliance with Medicaid, Authority, and regulatory requirements.

Oversees staff scheduling, workload distribution, service assignments, activity tracking, and attendance reporting.

Supports staff in assisting individuals to identify and pursue personally meaningful goals related to employment, education, housing, wellness, and community integration.

Demonstrates knowledge of the Michigan behavioral health system, community resources, entitlement programs, housing supports, employment services, and other recovery resources.

Participates in interviewing, hiring, onboarding, mentoring, and developing Peer Support staff.

Schedules and facilitates regular staff meetings to communicate organizational information, monitor performance, identify operational needs, and reinforce recovery‑oriented values.

Collects, analyzes, and prepares program reports, utilization data, and performance measures within established timelines.

Assists the Department Director with licensing activities, audits, monitoring reviews, corrective action plans, and other compliance functions.

Conducts ongoing program evaluation and provides recommendations for service improvements that enhance access, quality, recovery outcomes, and community engagement.

Serves as a recovery role model by demonstrating mutuality, hope, empowerment, and respect in all interactions.

Provides direction and oversight to the Consumer Advisory Council (CAC).
B. Drop‑In Center Liaison & Administrative Coordination

Provides administrative guidance and operational support to the Drop‑In Center Director, including oversight of daily activities, scheduling, facility operations, supplies, and implementation of operational procedures.

Supports development and implementation of recovery‑oriented programming, peer‑led groups, wellness activities, educational opportunities, and community‑based events.

Facilitates communication between the Drop‑In Center, Authority leadership, and community partners to support coordination and problem‑solving.

Ensures the Drop‑In Center maintains a welcoming, inclusive, trauma‑informed, and recovery‑focused environment.

Represents the Authority through presentations, outreach activities, and collaboration with community organizations, schools, civic groups, and partner agencies.

Supports compliance with fire safety, infection prevention, emergency preparedness, and environmental safety requirements.
C. Corporate Compliance Responsibilities

Maintains competence in MDHHS, Joint Commission, and CMHA standards, policies, procedures, and requirements of all applicable funding sources.

Complies with MDHHS and MCMHA Board policies related to Recipient Rights.

Maintains competence in HIPAA and other regulatory requirements.
-
Adheres to Authority compliance standards across all policy domains, including Management of Information, Recipient Rights, Performance Improvement, Administration, Human Resources, Environment, and Provision of Care.

Ensures staff are trained and evaluated on compliance policies and procedures specific to their roles.

Keeps abreast of all pertinent federal, state, and Authority regulations, laws, and policies as they evolve.

Works collaboratively and professionally within the Authority structure.

Education, Training, and Licensing

High school diploma or equivalent required.

Must be an individual with lived experience as a current or former recipient of behavioral health services OR have a minimum of two (2) years of experience supervising Certified Peer Support Specialists.

Must meet MDHHS requirements for Certified Peer Support Specialists or obtain certification within required timelines if hired under the lived‑experience pathway.

Minimum of two years supervisory experience required.

Demonstrated understanding of hope, recovery, advocacy, and peer support principles.

Ability to work off‑hours, including evenings, weekends, and holidays as agreed upon with supervisor.

Ability to lift or carry up to 15 pounds; frequent standing, walking, and stair navigation required for community outreach.

Ability to communicate effectively in person and by phone; ability to read, analyze, interpret, and write reports, correspondence, and procedures.

Ability to maintain consumer charts/records and remain impartial during investigative procedures.

Ability to define problems, collect data, establish facts, draw valid conclusions, and influence others.

Demonstrated proficiency with Microsoft Office and electronic health record systems; ability to complete additional computer training as required.

Valid driver’s license, proof of current automobile insurance, and driving record eligible for coverage under Authority insurance requirements.
