Compensation: $27.79 - $30.08 per hour. Payrates are set by the Collective Bargaining Agreement Between the City of Barre and United Steelworkers local #4.
Summary/Objective
The Foreperson supervises the day-to-day operations of the Facilities department staff. Creates and collaborates with the Director of Buildings and Community Services or their designee on weekly work plans for the assignment and execution by staff. The Foreman assures that all proper construction and maintenance techniques and safety activities are planned and executed in every task. Provides leadership, mentoring, instruction and feedback on work quality and employee performance to promote an effective work place. Documents work progress, cost, quality and completions for the City. Evaluates and records employee performance and project completions to continuously improve staff contributions and manage staff... This is skilled work performing public infrastructure operations and maintenance associated with the Barre City facilities and all grounds and ancillary systems in proximity.
Essential Functions

1) Evaluating project priorities in cooperation with the Director of Buildings and Community Services or Assistant Director of Buildings and Community Services. Provide recommendations in writing if requested, to support the Facilities department orderly improvement of operations and assets. Provides weekly work plans to staff after collaboration with the Director or their designee.
2) Analyzes job requirements to determine tasks, materials, specialty services and staff assignments to effectively complete the work at low costs within reasonable time frames.
3) Complete job site safety analyses and ensure compliance with applicable safety laws, rules, guidance and practices. Identify job safety requirements in a meeting held onsite (tailgate talk) as related to specific work tasks planned within the job on no less than a weekly basis. Assure that staff use Personal Protective Equipment appropriately. Evaluating safety equipment and planning for replacement or upgrades in cooperation with the Director or their designee.
4) Reviews work as it’s completed or after completion for adequacy and efficiency of action. Provides coaching, feedback or training as required to strengthen the City’s capacity to perform building, or building systems or grounds work so that facilities are maintained in a state of good repair and safe for use.
5) Completes work tasks including labor, mechanical equipment operation and instruction for proper technique during construction activities and service calls in support of job completion and fellow City employees. Addresses occupants comfort and continued operations during facilities work.
6) Personally complete safety related duties including use of personal protective equipment, addressing occupant’s safety, appropriate lock-out tag-out operations are recorded and completed. May function as a safety observer for coworkers.
Necessary Knowledge, Skills and Abilities:
1) Knowledge of math skills related the duties, reading and writing including understanding text, diagrams, engineering plans, specifications and construction-related instructions from materials and equipment suppliers.
2) Ability to follow directions whether written or verbal to completion of assigned task(s). Ability to give directions in an appropriate manner to reach all jobsite participants for safety and work completion.
3) Knowledge of construction equipment, power tools, building construction practices, construction materials and work staging associated with effective work completion including integration of trade specialties with carpentry, wall finishes.
4) Familiarity with general and finish carpentry, electrical and plumbing trades requirements, repair practices and essential maintenance and operating requirements. Ability to recondition or rehabilitate wall and trim systems including preventative maintenance practices such as painting, sanding, staining, refinishing, cleaning and cleaning systems including floor finishes.
5) Ability to distinguish color, depth and differentiate among vegetation types and species, construction materials and physical relief. Ability to move and work in limited space locations.
6) Ability to read plans and specifications, develop detail sketches and convey instructions based on requirements to staff.
7) Ability to listen and speak courteously.
8) Ability to communicate with difficult individuals while maintaining composure and acting professionally.
9) Ability to make sound decisions and defend them under tight time frames. Abiltiy to ask for help when necessary for complex or unusual problems.
10) Familiarity with Microsoft Office suite and basic operations in email, web research and data entry
Competencies and Qualifications
1) Must have a valid VT driver’s license.
2) Must have a high school diploma or equivalent with ten years of experience construction or facility maintenance including cleaning, carpentry, concrete, cabinetry or wall systems with two years in a team leadership role (or supervision)
Supervisory Responsibility
This position has supervisory responsibility over five (5) individuals in the Facilities department and will also provide supervision on the job site that may include staff members from other City Departments or temporary seasonal personnel. Collaborates with the Cemetery Division routinely and may be required to provide supervision to temporary seasonal staffing in the absence of the Cemetery Foreperson.

1. OFFICE: The employee is primarily engaged in an office setting using standard office equipment or providing maintenance in the facilities. There is routine office contact with interested stakeholders for facilities work. There is occasional contact with disgruntled citizens or contractors. (estimated 25%)
2. FIELD: Field work is an important element of this position which includes construction sites and operating equipment. Inclement weather is a common work condition when in the field. Sometimes requires the ability to perform essential job tasks in less than favorable conditions. (estimated 75%)
The employee is occasionally exposed to wet and/or humid conditions, or extreme cold.
Position Type/Expected Hours of Work
This position is classified as exempt full-time. Standard days and hours are Monday through Friday, 7:00am to 3:30 pm. However, this position requires the ability to work occasional nights, weekends, and/or holidays to fulfill the duties of the position.
Travel
Local travel may be required between facilities or to venders may be required.
