Young Management & Consulting (YMC) is seeking an experienced Transmission Inspector to support the construction, maintenance, and capital improvement of high-voltage electrical transmission systems. The Transmission Inspector is responsible for monitoring contractor activities, verifying compliance with engineering drawings, project specifications, utility standards, and safety requirements throughout all phases of transmission construction.
Working closely with Project Managers, Engineers, Construction Managers, System Operations, Environmental personnel, and contractors, the Transmission Inspector serves as the owner's field representative, ensuring work is completed safely, efficiently, on schedule, and in accordance with quality standards. This role supports overhead and underground transmission line projects, substations, transmission structures, and associated civil and electrical infrastructure.
Key ResponsibilitiesConstruction Inspection & Quality Assurance
- Perform daily field inspections of transmission construction activities to verify compliance with approved drawings, specifications, utility standards, and applicable codes.
- Monitor construction of high-voltage transmission facilities, including:
- Transmission line installation
- Steel pole and lattice tower erection
- Foundations and drilled piers
- Conductor installation
- Fiber optic (OPGW) installation
- Shield wire installation
- Grounding systems
- Underground transmission installations
- Structure modifications
- Verify contractor workmanship, materials, equipment, and installation methods.
- Inspect excavation, concrete placement, foundation construction, backfilling, restoration, and civil work associated with transmission projects.
- Ensure construction activities meet project quality requirements before acceptance.
- Document deficiencies and coordinate corrective actions with contractors and project management.
Project Coordination
- Coordinate daily construction activities with Project Managers, Engineers, Environmental personnel, System Operations, Outage Coordinators, and contractors.
- Attend construction meetings, safety briefings, progress meetings, and scheduling discussions.
- Monitor project schedules and identify construction issues that may impact milestones or completion dates.
- Communicate field conditions that could affect project scope, schedule, quality, or budget.
- Support outage coordination activities during transmission construction and maintenance projects.
Safety & Compliance
- Promote a strong safety culture by ensuring contractor compliance with OSHA regulations, utility safety rules, environmental requirements, and company policies.
- Verify adherence to approved work plans, switching clearances, lockout/tagout procedures, and energized work requirements.
- Monitor job site housekeeping, traffic control, excavation safety, fall protection, PPE compliance, and safe equipment operation.
- Immediately report unsafe conditions, incidents, and potential hazards.
- Participate in safety observations and incident investigations as required.
Documentation & Reporting
- Maintain detailed daily inspection reports documenting:
- Contractor activities
- Workforce and equipment
- Work completed
- Material deliveries
- Weather conditions
- Safety observations
- Quality issues
- Schedule progress
- Photograph construction progress and maintain project documentation.
- Track non-conformance items and verify corrective actions.
- Review contractor quantities for payment verification.
- Assist in preparing weekly and monthly construction status reports for project stakeholders.
- Maintain accurate project records using utility project management and document control systems.
Project Controls Support
- Monitor construction progress against approved schedules.
- Identify schedule delays, resource conflicts, and field issues affecting project completion.
- Support Project Managers by providing accurate field progress updates.
- Assist with project cost tracking by documenting change conditions and verifying completed work quantities.
- Coordinate resolution of field conflicts between contractors, engineering, operations, and other stakeholders.
Required Qualifications
- High school diploma or GED required.
- Associate's or Bachelor's degree in Engineering, Construction Management, Engineering Technology, or related field preferred.
- 5+ years of electrical utility transmission construction inspection experience preferred.
- Experience inspecting high-voltage transmission projects (69kV–500kV or higher) preferred.
- Experience with overhead and/or underground transmission systems.
- Knowledge of utility construction standards, specifications, and industry best practices.
- Ability to read and interpret engineering drawings, construction plans, specifications, one-line diagrams, and material lists.

- Familiarity with Primavera P6, GIS systems, Maximo, SAP, or similar utility software is a plus.
- Ability to work independently with minimal supervision while managing multiple priorities.
Physical Requirements
- Ability to work outdoors in all weather conditions.
- Frequent walking over uneven terrain and active construction sites.
- Ability to climb transmission structures, access elevated work areas, and traverse right-of-way corridors when required.
- Ability to lift up to 40 pounds.
- Valid driver's license with the ability to travel to multiple project locations.
- Willingness to work overtime, weekends, storm restoration events, and emergency response assignments as needed.
