JOB SUMMARY:
The Lead Solid Waste Operator / Site Supervisor is a part-time position. This position provides on-site working supervisor responsible for overseeing daily operations at the solid waste facility, including Municipal Solid Waste (MSW), Construction & Demolition (C&D) debris, and recycling activities. This position ensures safe, efficient, and compliant facility operations while supervising staff, coordinating equipment use, and maintaining service standards.
SUPERVISION RECEIVED:
Works under the general supervision of the Director of Public Works and the direct supervision of assigned personnel who provide oversight on Town-wide and departmental policies and procedures; work is performed independently, requiring considerable initiative, judgment, and resourcefulness in determining proper methods to accomplish tasks associated with operations at the Transfer Station and Recycling Center
SUPERVISION EXERCISED:
Exercises direct supervision over the Transfer Station and Recycling Attendants and any other personnel assigned to the Transfer Station; issues daily work assignments; ensures staff is adequately trained; provides guidance and oversight as necessary; reviews work in progress and upon completion; serves as key contributor on employee job performance evaluations, discipline, and hiring decisions; also responsible for coordinating schedules.
ESSENTIAL DUTIES & RESPONSIBILITIES:

1) Has a responsibility to assist the DPW Director and assigned personnel with the development of the annual department budget; is required to assist in acquiring price quotes and estimates as they relate to budget planning and administration
2) Is directly responsible for the daily operations and oversight of the Transfer Station, brush burn pile, composting, metals pile, recyclables, household trash (MSN) and other materials that are accepted for transfer and/or recycling at the facility, in accordance with the applicable government regulations. Also responsible for daily reports, charts, and enforcement of Transfer Station/Town policies.
3) Is responsible for seeking purchasing markets for recycling products. Maintains oversight of materials being delivered to the site for recycling and is responsible for ensuring that such materials comply with local and state regulations. Explores new markets and materials to further the Town’s recycling efforts.
4) Operates and performs basic maintenance on the facility’s machinery as directed or supplied. Ensures that all machinery work procedures are performed safely and in accordance with official guidelines. Make sure daily preventive maintenance is carried out and documented.
5) Ensure compliance with local, state, and federal solid waste handling and disposal requirements.
6) Makes every effort to operate the facility as efficiently and cost-effectively as possible, with the goal of providing excellent customer service.
7) Conduct routine site inspections to identify and correct safety hazards.
8) Investigate, document, and report accidents, incidents, and near misses.
9) Ensure proper use of personal protective equipment (PPE).
10) Maintain awareness of environmental controls such as stormwater management, dust suppression, and litter control.
11) Serve as the primary on-site point of contact for residents, contractors, and haulers.
12) Address customer questions, disputes, and complaints professionally and efficiently.
13) Provide guidance on proper disposal methods and facility procedures.
14) Ensure a high level of public service and positive community relations.
15) Maintain accurate records of tonnage, load types, and daily operational activities.
16) Assist with reporting requirements for regulatory agencies.
17) Track equipment usage, fuel consumption, and maintenance needs.
NECESSARY SKILLS & KNOWLEDGE:
Must possess a knowledge of modern methods and techniques as they relate to municipal solid waste and recycling operations; ability to plan, coordinate and supervise the work of subordinate personnel; ability to direct the preparation and maintenance of basic departmental records, and to make concise technical reports as may be necessary; ability to establish and maintain effective working relationships with co-workers, other Town Officials, other government agents, contractors and especially the public.
QUALIFICATIONS, EDUCATION & EXPERIENCE:
At least two (2) years of progressive responsible experience in solid waste and/or recycling operations, supplemented by some technical training, preferably in an apprenticeship program, or related fields, and including at least one (1) year of experience in a supervisory capacity; any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities. Must possess a valid NH driver’s license with an acceptable safety record. Must possess a Principal Operator, Step 3 (or greater) Certification in accordance with NHDES Solid Waste Facility Operator regulations (Env-Sw 1600).

Pay: $22.00 - $28.00 per hour
