Oracle Primavera P6 Scheduler / Program Analyst
Purpose:
- Valkyrie has a need for an Oracle Primavera P6 Scheduler / Program Analyst will be the primary architect and owner of Valkyrie's scheduling and program controls infrastructure across all M&M prime contracts, subcontracts, and teaming partner engagements. This role is essential to winning and executing Firm Fixed Price (FFP) MAC-MO task orders at MARMC Norfolk, SWRMC San Diego, and PSNS/NAS Everett, contract vehicles that require robust Integrated Master Schedules (IMS), Earned Value Management (EVM) reporting, and schedule coordination with prime teaming partners including GD NASSCO and Vigor Marine Group. This is not a passive scheduling position. The Scheduler / Program Analyst will function as a cross-functional program controls professional; partnering with Program Managers, Estimators, the Planning Department, and Procurement to ensure that every active availability and pursuit has a resource-loaded, current, and defensible schedule from proposal through contract close-out. Proposals for complex availability task orders require schedule narratives, resource-loaded IMS, and network logic that demonstrate the offeror can execute.

Job Description:
- Scheduling & IMS Development:
- Develop, maintain, and update Resource-Loaded Integrated Master Schedules (IMS) for all active M&M prime contracts, MAC-MO task orders, and availability subcontracts using Oracle Primavera P6.
- Build proposal schedules and BOE schedule narratives for FFP MAC-MO solicitations at MARMC, SWRMC, and PSNS — including CPM network logic, resource histograms, and schedule risk sections.
- Establish and maintain Work Breakdown Structures (WBS) aligned to contract deliverables, Navy 4E work package specifications, and Valkyrie's cost account structure.
- Integrate production milestones, material delivery commitments, trade labor requirements, and subcontractor activities into unified availability schedules.
- Develop and manage Baseline schedules; execute formal baseline change control in accordance with contract requirements and internal governance.
- Earned Value Management (EVM) & Performance Reporting:
- Calculate and report Schedule Performance Index (SPI) and Cost Performance Index (CPI) by contract, work package, and production area on a weekly and monthly basis.
- Produce EVM dashboards in Power BI integrated with Primavera P6 analytics for M&M leadership and Program Managers.
- Generate Estimate at Completion (EAC) and Estimate to Complete (ETC) forecasts; flag at-risk cost accounts and schedule paths for corrective action.
- Maintain a rolling Sand Chart resource forecast showing workforce loading tied to backlog burn rate, pipeline intake, and upcoming solicitation windows.
- Support CPSR-compliant reporting on contracts requiring government-reportable program controls deliverables.
- Teaming Partner Schedule Coordination:
- Serve as Valkyrie's primary schedule interface with GD NASSCO (Norfolk and Bremerton) and Vigor Marine Group (Norfolk, San Diego, Portland, Seattle) on joint availability task orders.
- Coordinate schedule data exchanges, milestone alignments, and critical path communications between Valkyrie's production activities and prime contractor schedule leads.
- Support the formalization of Teaming Agreements with Vigor Marine Group and Everett Ship Repair by defining schedule deliverable requirements and interface points within TA schedule exhibits.
- Attend integrated schedule reviews, availability progress meetings, and RMC planning office engagements as Valkyrie's schedule representative.
- Ready-to-Start (RTS) & Availability Execution:
- Lead the Ready-to-Start (RTS) brief process for every availability execution — ensuring that material, labor, drawings, and access are confirmed before work package start dates are committed.
- Maintain a rolling Availability Tracker and Risk Register for all active contracts, providing standing leadership visibility into open schedule risks, recovery actions, and impacts.
- Develop and enforce a Milestone Discipline framework — including T&I Plans, Production Milestone Reports, and Completion Tracking — across all active M&M availability.
- Coordinate with the Procurement team to integrate Long Lead Time Material (LLTM) commitments into the IMS with 30–60-day early warning flags ahead of production start dates.
- Program Controls Infrastructure & Process Improvement:
- Establish Valkyrie's M&M scheduling program controls standards, templates, and governance procedures from the ground up — building a repeatable, scalable program that controls environment.
- Administer the Primavera P6 environment: project creation, user access, coding structures, global activity codes, calendar configuration, and data archiving.
- Configure and maintain dashboards connected to Primavera P6 data for leadership-level program performance visibility.
- Develop and deliver scheduling training for Program Managers and Planning staff to build internal scheduling literacy and reduce PM dependency schedule management.
- Identify and implement scheduling process improvements that increase bid responsiveness, reduce IMS build time, and improve schedule accuracy across pursuits and active contracts.
Required Qualifications:
- Must have a Bachelor’s degree in engineering, Construction Management, Project Management, Business, or a closely related technical field. Equivalent combination of education and directly applicable experience will be considered. Or at least 5 years of hands-on Oracle Primavera P6 scheduling experience in a defense, shipbuilding, naval maintenance, or large-scale construction environment.
- Must have demonstrated experience developing and maintaining Resource-Loaded Integrated Master Schedules (IMS) for government contracts — including WBS development, CPM network logic, and baseline management.
- Must be proficient in Earned Value Management (EVM) concepts and applications: SPI/CPI calculation, EAC/ETC forecasting, and variance analysis reporting.
- Must have experience producing schedule deliverables in support of government contract requirements — including schedule narrative sections for proposals, contract data requirements list (CDRL) deliverables, and program review packages.
- Must be proficient in Microsoft Power BI for dashboard creation and data visualization; ability to connect Power BI to Primavera P6 data sources.
- Must have strong working knowledge of Microsoft Excel for schedule data analysis, cost tracking, and resource forecasting.
- Must have excellent written and verbal communication skills; ability to present schedule status, risk, and recovery plans to program leadership, customers, and teaming partner representatives.
Desired Qualifications:
- Experience scheduling Navy ship maintenance, repair, or modernization availabilities — including familiarity with CNO availability structures, AIT work packages, and RMC contracting vehicles (MAC-MO FFP IDIQs, CPFF MAC task orders) preferred.
- Familiarity with NAVSEA planning and scheduling requirements, including NSWCPD, MARMC, SWRMC, or PSNS availability management processes preferred.
- Project Management Professional (PMP) certification or equivalent credential (CAPM, PMI-SP, or Defense Acquisition Workforce Improvement Act (DAWIA) Program Management certification) preferred.
- Experience working with or for prime contractors such as GD NASSCO, Vigor Marine Group, HII, or BAE Systems on Navy ship availabilities preferred.
- Familiarity with MSRA (Master Ship Repair Agreement) contracting structures and the associated scheduling and documentation requirements preferred.
- Experience with Oracle Primavera P6 EPPM (Enterprise Project Portfolio Management) web-based environment preferred.
- Working knowledge of DCAA audit requirements and CPSR-compliant program controls documentation practices preferred.
- Experience with pre-fabrication or trade labor scheduling in a shipyard or industrial maintenance environment preferred.
Security Requirements:
- Must be eligible to obtain and maintain a DoD Secret security clearance.
- Must have the ability to gain access to private and public shipyards and Naval installations.

Travel Requirements:
- Up to 30% travel nationwide to include international travel as needed.
