Full Job Description

Superintendent of Public Works/Water/Sewer Job Purpose:

Direct and oversee operations of the Public Works Department, including Village Parks, Water and Wastewater Facilities, Streets, and Village owned buildings and grounds. The Superintendent of Public Works is responsible for the leadership, administration, planning, operation, and overall performance of the assigned Village departments and its personnel.

Superintendent of Public Works/Water/Sewer Reports to:

Village of Minier President and Board of Trustees at Village Board Meetings held the third Tuesday of each month or as needed.

Superintendent of Public Works Qualifications:

Ø Person of sound health, physically and mentally able to perform assigned duties.

Ø Twenty-one years of age or older.

Ø Ability to pass a medical examination, drug screening, and background check.

Ø Ability to meet and maintain level of physical fitness consistent to meet the physical demands of the position.

Ø Possess a valid high school diploma or GED certificate.

Ø Possess a valid Illinois driver’s license.

Ø Has at least five (5) years of experience in a Public Works or Water/Wastewater Department or closely related field.

Ø Has at least three (3) years of Supervisor experience.

Ø Possess or can obtain in a reasonable timeframe not to exceed 12 months the following certifications/license;

· Illinois Class B CDL w/ Airbrakes

· Illinois Department of Agriculture Pesticide Applicator License

· Illinois Environmental Protection Agency Class B Public Water Supply Operator License

· Illinois Environmental Protection Agency Class 4 Wastewater Treatment Works Operator License.

Ø Has not been convicted of a felony, or a misdemeanor crime involving dishonesty or one involving the mistreatment or victimization of a minor or the elderly.

Superintendent of Public Works Duties:

Ø Direct and oversee operations of the Public Works Department, including Village Parks, Water and Wastewater Facilities, Streets, and Village owned buildings and grounds.

Ø Supervise, schedule, train, and evaluate department personnel including establishing and enforcing departmental expectations.

Ø Prepare and present annual budget for the Department to the Board.

Ø Evaluate, monitor, and assign codes to the Department’s expenditures throughout the fiscal year. Responsible for all departmental purchases.

Ø Performs grant writing and administrative responsibilities when directed.

Ø Coordinate with contractors, consultants, engineers, vendors, and regulatory agencies.

Ø Ensure compliance with all applicable federal, state, and local regulations.

Ø Develop and enforce policies and procedures for the department to implement directives from the Village President and the Board including but not limited to, compensation, vacation, uniforms, appearance, and conduct of personnel.

Ø Serves as Responsible Operator In Charge (ROIC) of the Public Water Supply and Wastewater facilities.

Ø Attend Board meetings, committee meetings, and other meetings as required.

Ø Plans, oversees, and directs all aspects of construction on Village property and infrastructure.

Ø Investigate and resolve complaints, operational concerns, and service requests.

Ø Monitor departmental efficiency and identify opportunities for operational improvement.

Ø Develop, implement, and enforce departmental safety procedures and safe work practices.

Ø Develop and support long-term planning and capital improvement initiatives.

Ø Assigns and supervises daily tasks and operations of all functions of the Public Works Department and its employees.

Ø Ensure proper upkeep and maintenance on Village property, including but not limited to, Streets, Parks, Right-of-ways, buildings, and all non-police vehicles and equipment.

Ø Ensure proper upkeep and maintenance on Village infrastructure, including but not limited to, water treatment and distribution, wastewater treatment and collection, as well as storm water and drainage systems.

Ø Responsible for all aspects of reporting to the Illinois Environmental Protection Agency or necessary entity as it pertains to the Public Water Supply and Wastewater facilities to ensure compliance with changing requirements in federal, state and local law.

Ø Delegate or perform all necessary sampling, testing, and daily operations of the Public Water Supply and Wastewater Treatment facilities to ensure compliance.

Residency Requirement:

Resides within a fifteen (15) mile radius of the Village of Minier’s corporate limits, no later than 12 months after permanent appointment. Unless an extension is approved by the Board of Trustees.

Salary and Benefits

Salaried position, salary range $70,000 to $85,000 per year. The salary is based on qualifications and experience.
