Essential Functions:
Work activities involve multiple skills and may include, but are not limited to, any or all the following depending on area of assignment, operational necessity, emergency services, special projects, and seasonal factors:
1. Provide leadership and direction for the Recreation Division, including its programs, services, facilities, operations, employees, and volunteers, under the administrative direction of the Parks and Recreation Director.
2. Supervise Recreation Division personnel, including recruitment, selection, training, work assignment, performance evaluation, coaching, recognition, and performance management. Coordinate with the Parks and Recreation Director and Human Resources regarding employee development, corrective action, discipline, or termination as appropriate.
3. Provide overall leadership and oversight of Recreation Division programming and services for participants of all ages. Establish priorities, evaluate program effectiveness and community needs, and ensure assigned staff effectively plan and administer programs consistent with Department goals.
4. Develop and administer the Recreation Division budget, monitor revenues and expenditures, evaluate financial performance, and ensure responsible use of Division resources. Oversee purchasing, inventory controls, cash handling, revenue procedures, sponsorships, scholarships, fundraising activities, and other applicable financial processes.
5. Oversee Recreation Division facilities and facility use, including The Center, modular rentals, after-hours operations, facility scheduling, equipment condition, maintenance needs, and coordination with the Facilities Division, contractors, and other City personnel.
6. Oversee Recreation Division administrative and operational systems, including registration and participant records, scheduling, staffing, confidential information, operational procedures, safety requirements, performance data, and compliance with applicable City policies and procedures.
7. Serve as the City's special-event contact and oversee recreation-related permitting and rentals, including special events, park and facility rentals, and athletic field use. Coordinate with City
departments, outside organizations, sports leagues, and assigned Recreation Division staff to ensure applicable requirements, permits, agreements, and City policies are satisfied.
8. Direct Recreation Division marketing, communications, outreach, and community engagement, including promotional activities, Department social media, community partnerships, and relationships with schools, service organizations, program providers, media, participants, and the general public.
9. Oversee services and partnerships supporting The Center and the 50+ community, including membership activities, coordination with the Oak Harbor Senior Center Foundation, Senior Services of Island County (DBA Island Senior Resources), Island County Public Health, and other health care, social service, education, and senior-support organizations.
10. Manage specialized Recreation Division functions and regulatory responsibilities, including the Passport Acceptance Office, The Center's commercial and commissary kitchen operations, and other assigned programs requiring certification, inspection, recordkeeping, or regulatory compliance.
11. Oversee the Recreation Division volunteer program in coordination with the Parks and Recreation Director and Human Resources and develop volunteer and community-service opportunities that support Department programs and services.
12. Ensure compliance with applicable City ordinances, policies, procedures, and local, State, and Federal requirements and establish appropriate Recreation Division operating procedures, service standards, internal controls, and safety practices.
13. Prepare, review, and present reports and administrative information regarding Recreation Division operations, finances, staffing, programs, projects, and performance and keep the Parks and Recreation Director informed of significant issues and Division needs.
14. Coordinate and organize appearances by the Department mascot, Ollie the Otter, and perform other specialized Recreation Division responsibilities as assigned.
15. Participate in committees, interdepartmental initiatives, community partnerships, and special projects and maintain effective working relationships with City departments, community organizations, partner agencies, employees, volunteers, participants, and the public.
Associated Functions:
1. Attend various workshops, continuing education, meetings, community, and social service conferences/seminars to keep current on new trends and best practices in recreation management .
2. Perform other duties and responsibilities as assigned.
