JOB SUMMARY:
Works as part of Kids Central, Inc. (KCI) Adoptions Department. Provides organizational consultation regarding case specific issues as well as procedural issues. Ensures that the quality of services is being monitored and tracked, including out-of-home care services, protective services, and adoption related services. Incumbent reports to the Director of Adoptions. Incumbent utilizes Kids Central, Inc. and Department of Children and Families (DCF) operating policy and procedure to measure quality service provision.
ESSENTIAL FUNCTIONS: ·

Acts as a troubleshooter for the Adoption process at Kids Central.

Requires off-site activities that address improvements in the system of care.

Provides guidance and direction to the case management agencies.

Facilitates corrective action across the system of care.

Facilitates positive community relations.

Research operating procedures in accordance with federal law, Florida Statutes, Florida Administrative Code and Florida Juvenile Rules of Procedure. Ensures policy updates or changes are communicated to assigned family care management agency.

Develop processes to ensure that case management outcome measures comply with statutorily mandated benchmarks for permanency and adoption related services.

Tracks, logs, and reviews for completeness all adoptive subsidy packets and CCWIS required screens prior to submission to the Director of Adoptions for approval.

Reviews and processes inquiries from prospective adoptive parents received by Kids Central. Responsible for investigating, assisting case management in responding and providing a resolution to complainants and inquiries. Tracks all inquiries and reports out monthly.

Serves as Chair (facilitator) for Kids Central on the Adoption Applicant Review Committee (AARC). Prepares all AARC reports and submits to the Chief Operating Officer (COO), Senior Director of Out of Home Care, and Director of Adoptions via Supervisor for review and approval.

Facilitates the Separated Sibling Staffing's and submits finalized report.

Completes Enhanced Subsidy Packets received from the case management agencies and submits to the COO and Director of Adoptions via Supervisor for approval. Final approval has been received from the Chief Executive Officer (CEO). Upon approval from the CEO, submits the Enhanced Subsidy Packet to the DCF.

Utilizes established reporting mechanisms for Adoptions finalized and other performance reports and safety measurements related to the adoption process.

May participate in quarterly case reviews for the contracted Adoption case management providers. Assists in case review process including sample collection, entrance and exit interviewing, aggregating data and report writing. Produce data reports and examine performance trends.

Co-facilitates PRIDE Training for prospective adoptive parents.

Assists in training of staff and staff development activities. Provides ongoing training and updates of policy and procedures.

Responsible for ensuring the Adoption Chronicles are updated and current on the website.

Facilitates any staffing requests, such as Rapid Permanency Reviews (RPR), Permanency Staffing’s as deemed appropriate.

Perform any other related duties as required.

QUALIFICATIONS:
Education & Experience:
A master’s degree in social services is strongly preferred. Bachelor’s degree in social services or related, and a minimum of three (3) years’ experience in Adoptions is required. Strong organizational and data management skills required. Preferred: Child Welfare certification.
Other Requirements:
Ability to clear a Level II Background Screen
Valid driver’s license and insurable through the agency’s current insurance carrier
Must carry a personal phone with a voice plan only for business communications during and outside business hours

WORK ENVIRONMENT/ PHYSICAL DEMANDS:
This job regularly operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Incumbents must have the ability to operate a motor vehicle.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, use hands to finger, handle or feel, and reach with hands and arms. The employee must frequently lift and/or move objects up to 5 pounds and occasionally lift and/or move objects up to 10 pounds.
