Full Job Description

IT Division Manager

Requirement – must live in NJ, preferably Ocean County.

Job Description

Under the general supervision of the Director, the IT Division Manager is responsible for the effective leadership, management, and oversight of assigned Information Technology operations and personnel. The Division Manager directs the daily activities of IT teams responsible for the County’s computer systems, networks, communications systems, software, hardware, electronic equipment, and related technology services.

The position serves as a key management resource in evaluating technology needs, developing operational and strategic plans, managing vendors and contracts, developing budgets, implementing policies and procedures, and coordinating technology initiatives with County departments and other IT divisions.

Areas of Responsibility

· Manage, supervise, and provide leadership to assigned IT teams and personnel.

· Establish priorities, assign workloads, and monitor the performance and completion of team assignments, projects, and operational responsibilities.

· Provide direction, guidance, coaching, and performance feedback to IT staff and promote professional development and continuous improvement.

· Participate in the recruitment, selection, hiring, onboarding, training, evaluation, and development of IT personnel.

· Establish team objectives, performance expectations, service standards, and operational goals consistent with County and departmental objectives.

· Ensure IT policies, procedures, standards, security requirements, and best practices are consistently implemented and followed.

· Develop and manage annual operating and capital budget requirements for assigned IT functions in coordination with the Director.

· Assist in establishing short-, medium-, and long-term technology plans that support County operational and strategic objectives.

· Evaluate emerging AI technologies and make recommendations regarding technology investments, upgrades, replacements, and improvements

· Oversee the planning, implementation, and completion of technology projects and initiatives, ensuring that projects remain within established scope, schedules, and budgets.

· Identify opportunities to improve County operations through automation, process improvement, system integration, and technology solutions.

Knowledge/Experience:

Prior Management/Supervisory experience required – 5 years minimum

Minimum of 10 years work experience in Information Technology

Experience in budgeting and procurement

Contract experience

Education and Training:

Bachelor’s Degree - Computer Information Systems or relative subject matter
