POSITION: Municipal Services Specialist SCHEDULE: Part-Time, Permanent
31 hours/week M-F (rotating Friday’s off)

DEPARTMENT: Budget & Finance

JOB LOCATION: City Hall 5249 South 400 East, Washington Terrace, Utah.

Front Office Work Environment.

HOURLY PAY RANGE: $20.69-29.37 (DOE)

BENEFITS: Paid holiday, Sick and Vacation leave. Participation in the Utah Retirement System (URS)

Municipal Services Specialist (Part-time, Permanent)

The City of Washington Terrace, located in Weber County, is seeking a customer-focused, detail-oriented Utility Services Specialist.

This position works under the direction of the City Treasurer and is responsible for utility billing and processing, customer service duties, cash receipting, account maintenance, and a variety of administrative duties. The ideal candidate is dependable, organized, self-motivated, and enjoys working with the public in a fast-paced office environment.

OPPORTUNITIES & CHALLENGES

The Municipal Services Specialist will work with a highly motivated and outgoing team who value teamwork, a strong work ethic, and a commitment to excellence. This position offers work variety in utility and non-utility projects and assignments with inter-departmental coordination and cooperation.

ESSENTIAL FUNCTIONS

(The following duties ARE NOT intended to serve as a comprehensive list of all duties to be performed.)

· Provide exceptional customer service in person, by phone, and by email.

· Process utility payments, applications, deposits, refunds, and account changes.

· Maintain accurate customer records and billing information

· Generate monthly utility bills, ensure timely upload of readings from data collection devices and

systems, monitor delinquencies and collections from customers, and resolve billing discrepancies.

· Assist customers with questions and direct them to appropriate departments.

· Assist with business licensing, City newsletters, and other administrative projects.

· Maintain strong professional and courteous working relationships and collaboration with employees, city officials, and the public.

· Performs other duties as assigned.

Required minimum training, education, and experience

Ø High school graduate or equivalent

Ø Experience working in an office environment

Ø Strong customer service and communication skills (written and verbal).

Ø Excellent organizational skills with strong attention to detail.

Ø Time-management skills to prioritize work, meet deadlines, work without or little supervision to begin or complete projects independently.

Ø Must be able to work with automated accounting and billings systems and personal computers. Must have a working knowledge of standard office practices and procedures, and be proficient in Microsoft Office, excel and computer-based software.

Ø Must be able to handle stressful situations, use cognitive and analytical skills to quickly assess situations, and be able to make decisions under pressure in areas of responsibility.

Ø Proficient in use of 10-key calculator and computer keyboard with work experience in data entry software modules.

Ø Be enthusiastic, confident, helpful and committed. Must be reliable with good attendance.

Ø Successful completion of a criminal background, credit check, and drug screening.

Preferred minimum training, education, and experience

Ø Experience in accounting/cash handling

Ø Experience in customer service

Ø Experience with Caselle or CityInspect software/ local government experience
