The Opportunity
LocalPeople LLC is seeking an experienced Senior Business Analyst to support the Teachers' Retirement System of Oklahoma (TRS) MyPAS 3.0 modernization initiative.
TRS is undertaking a significant multi-year technology transformation designed to modernize pension administration, retire legacy systems, improve business processes, and transition core operations to a modern, Azure-based technology environment.
This is an opportunity to work directly on MyPAS 3.0, the next-generation pension administration system that will integrate with the modernized MyTRS member portal and MyERS employer portal.
The modernization initiative will ultimately replace the legacy ALICE platform and create a more unified, scalable, secure, and maintainable environment supporting TRS operations.
TRS serves more than 210,000 employees and retirees across over 600 Oklahoma school districts, career technology centers, colleges, and universities. Because of the scale and importance of these services, the successful Business Analyst will play a critical role in translating complex pension administration and public-sector business processes into the requirements and workflows that support MyPAS 3.0.
The Role
We are looking for a Business Analyst who understands that public-sector modernization is about more than implementing new technology.
The successful candidate will work directly with TRS business units, subject matter experts, product owners, developers, technical resources, and project leadership to understand existing operations, document current-state processes, identify opportunities for improvement, and help design future-state processes for MyPAS 3.0.
This individual will serve as an important bridge between TRS business operations and the MyPAS 3.0 technical team.
The Business Analyst will remain involved throughout the delivery lifecycle—from initial process discovery and requirements definition through development, functional testing, defect resolution, User Acceptance Testing (UAT), and implementation readiness.
Key ResponsibilitiesPublic Sector Business Process Analysis
Engage with TRS business units and subject matter experts to understand existing pension administration processes, business rules, workflows, system dependencies, manual activities, exceptions, pain points, and opportunities for improvement.
Document current-state processes using structured techniques such as process maps, swimlane diagrams, workflow diagrams, business rules, and supporting process documentation.
Facilitate discussions with business and technical stakeholders to develop future-state processes that support the objectives and capabilities of MyPAS 3.0.
The successful candidate must be comfortable working within a public-sector environment where processes may involve statutory requirements, policies, internal controls, multiple stakeholder groups, complex business rules, and long-established operating procedures.
MyPAS 3.0 Requirements & User Stories
Translate business requirements into clear, complete, consistent, and testable requirements for the MyPAS 3.0 development team.
Responsibilities will include development and refinement of:
- Functional and business requirements
- Azure DevOps work items
- Epics, features, and user stories
- Acceptance criteria
- Business rules
- Current-state and future-state workflows
- Exception scenarios
- Data and integration requirements
- Functional specifications
- Requirements traceability documentation
Work closely with TRS product owners, developers, technical resources, and business stakeholders to refine and validate requirements before and during development.
The successful candidate should be able to take a complex business process and translate it into development-ready requirements that clearly answer:
What does the business need? Why is it needed? What business rules apply? What exceptions must be considered? What should the system do? How will we know when the requirement has been successfully delivered?
Functional Testing & UAT
The Business Analyst will take ownership of requirements beyond documentation.
Develop comprehensive test plans, test scenarios, test scripts, expected results, and step-by-step testing instructionsfor MyPAS 3.0 functionality.
Execute functional testing of completed user stories in Development and Test environments to validate that delivered functionality meets established requirements and acceptance criteria.
Document defects, communicate findings to development resources, track defects through resolution, and retest corrected functionality.
Coordinate, support, and when appropriate lead User Acceptance Testing (UAT) with TRS business stakeholders.
The Business Analyst should be comfortable supporting the complete lifecycle:
Business Process → Requirement → User Story → Acceptance Criteria → Development → Functional Testing → Defect Resolution → UAT → Implementation
Public Sector Experience
Public-sector experience is strongly preferred for this position.
We are particularly interested in candidates who have supported state government, local government, public retirement/pension systems, education, higher education, public benefits, or other complex government organizations.
Candidates should understand that public-sector technology projects often involve considerations that differ from commercial implementations, including:

MyPAS 3.0 is being developed as part of a modern Azure-hosted technology environment that includes technologies such as:

This is a Business Analyst position, not a software developer position.
Candidates are not expected to develop Angular applications or Azure Functions. However, the successful Business Analyst should have enough technical understanding to effectively collaborate with developers, architects, database resources, integration resources, product owners, and other technical professionals.
Ideal Candidate
We are particularly interested in candidates who bring a combination of the following:
Senior-level Business Analyst or Functional Business Analyst experience supporting large, complex technology initiatives.
Public-sector experience, preferably with state government, pension/retirement, education, benefits, HCM, financial management, or ERP environments.
Experience supporting legacy system replacement or enterprise modernization programs, where existing business processes must be discovered, documented, challenged, redesigned, and translated into a modern application.
Strong experience developing user stories, acceptance criteria, functional requirements, business rules, process maps, and Azure DevOps work items.
Hands-on experience with functional testing, test-script development, defect management, and UAT coordination or leadership.
Experience working directly with both business subject matter experts and software development teams.
Experience with PeopleSoft, Workday, Oracle, SAP, pension administration platforms, benefits systems, or other large enterprise applications is highly desirable.
Experience with workflow, document management, process automation, APIs, integrations, and reporting is also valuable.

Location & Work Expectations
This position supports the Teachers' Retirement System of Oklahoma in Oklahoma City.
Remote work is available; however, in-person attendance in Oklahoma City may be required for project meetings, workshops, UAT sessions, or other project activities.
Candidates must be willing and able to attend required on-site meetings.
Typical working hours are approximately 8:00 a.m.–5:00 p.m. Central Time, with flexibility possible based on project requirements and approval.
