Position Purpose:
The Assistant Planning Director assists the Director of Planning in the management, administration, technical review, public service, project coordination, and strategic initiatives of the McKean County Planning Department.
Essential Responsibilities:
· Lead day-to-day administration of the County Subdivision and Land Development Ordinance, including application intake, completeness review, plan review coordination, site plan evaluation, deadline tracking, review letters, applicant communication, and preparation of recommendations for Planning Commission action.
· Interact with applicants, engineers, surveyors, developers, municipal officials, agencies, attorneys, real estate professionals, banks, mortgage companies, and the public regarding subdivision, land development, zoning, floodplain, mapping, and related planning matters.
· Coordinate plan reviews with the Director, Planning Commission, GIS, Conservation District, Recorder of Deeds, Assessment, Solicitor, municipal officials, and other departments or agencies.
· Provide technical assistance to municipalities and citizens on land use, zoning, subdivision, floodplain, blight, grants, community development, transportation, broadband, renewable energy, and other planning-related topics.
· Assist with the preparation, update, administration, and implementation of the Comprehensive Plan, SALDO, Municipal Waste Management Plan, Stormwater Management Plan, trails/recreation plans, transportation plans, safety plans, blight initiatives, broadband planning, and other County planning documents.
· Assist in grant research, application preparation, project administration, reimbursement documentation, public engagement, consultant coordination, and compliance reporting.
· Prepare staff reports, review letters, memoranda, agenda materials, minutes, public notices, correspondence, maps, data summaries, and presentations for the Director, Planning Commission, Commissioners, municipalities, authorities, and partner organizations.
· Provide floodplain and zoning information on properties to real estate agencies, banks, mortgage companies, applicants, municipal officials, and the public; coordinate with GIS and online mapping resources where appropriate.
· Support or administer DEP Sewage Facilities Planning Module review and related sewage-planning submissions under Director guidance or delegated authority.
· Update the County industrial profile, industrial directory, Top Employer list, and related economic-development or community profile information annually or as assigned.
· Prepare map-sales reports, maintain map inventory or related public-information products, and coordinate updates to publicly available planning/GIS resources.
· Provide administrative, agenda, minutes, bookkeeping, correspondence, and meeting support for the Planning Commission and other assigned boards or authorities.
· Assist the Director with department budget preparation, purchasing documentation, invoice review, records management, project trackers, workload planning, and process improvements.
· Represent the Department at assigned Planning Commission, municipal, authority, regional, consultant, and stakeholder meetings; prepare and present technical information when delegated by the Director.
· Mentor, train, coordinate, or supervise assigned employees, interns, temporary staff, or project teams as delegated; assist with workflow, standards, and continuity of office operations.
· Assume additional duties of the Director when the Director is attending meetings, on leave, deployed, unavailable, or when the position is vacant, within the authority delegated by the Director, County Commissioners, HR, and County policy.
· Conduct general office operations, including phones, mail, filing, public counter service, scheduling, records, and coordination of daily office workflow when needed.
· Perform other related duties and special projects as assigned by the Director of Planning or County Commissioners.
Minimum Qualifications:
· Bachelor's degree in planning, community development, geography, GIS, public administration, environmental studies, engineering, or a related field preferred; associate degree plus significant directly related experience may be considered by HR.
· Progressively responsible experience in county, municipal, regional, or public planning; land development review; grants; local-government administration; GIS; code/ordinance administration; or closely related work.
· Working knowledge of the Pennsylvania Municipalities Planning Code, subdivision and land development review, zoning concepts, floodplain information, public meeting procedures, grant administration, local-government operations, and basic GIS/mapping tools.
· Ability to read and interpret subdivision plans, land development plans, site plans, maps, ordinances, meeting materials, technical correspondence, and regulatory guidance.
· Ability to communicate professionally, prepare clear written recommendations, manage deadlines, coordinate with multiple agencies, interact with the public under stressful conditions, and maintain confidentiality and sound judgment.
· Supervisory, project-management, public-speaking, and AICP/GIS/floodplain/grant training preferred.
Special Requirements:
· Valid driver's license and ability to travel for meetings, site visits, training, and County business.
· Ability to attend evening Planning Commission, municipal, authority, and public meetings as required.
· Ability to assume increased responsibility during Director absences or emergencies.
